Um, so we're going to skip over to D, discussion of Department of Public Works maintenance work at the Firefly Golf Course property.

I asked Mr. Cabral I asked to have this put on because there's been a lot of negative chatter over, um, the, uh, over the internet.

So I asked to get, uh, so people would know instead of them saying things that they know nothing about.

So first I will read this letter from Nolan Bernier, the conservation agent.

On Wednesday, November 12th, at approximately 7:15 AM, I met on site with 2 DPW employees along with Superintendent Dave Cabral.
In
Out

I had been asked to conduct a site visit and walk through with them along the Runnings River on the formerly— on the formerly Firefly Golf Course property.
In
Out

Due to many years of the area being unmaintained, several sections of the river and its banks were identified as containing fallen trees, accumulated leaf litter, and other debris that were restricting the river's flow.
In
Out

These blockages were creating damming concerns and potentially contributing to flooding issues for upstream residents along Brookhill Drive, Denise Drive, and Pleasant Street.
In
Out

I approve this work under DPW's active stormwater management permit in the interest of conservation, public safety, and proper stewardship of an area that has long required attention.
In
Out

Wetland flags were already present, which allowed me to clarify— clearly identify the resource area boundaries and direct the crew on appropriate locations where invasive materials and debris could be placed for removal.
In
Out

With respect to wildlife and habitat, habitat considerations, it is neither turtle nesting season nor frog breeding season.

Out

These factors were evaluated before the site visit and prior to work beginning.

The project proceeded accordingly and was completed promptly.

Concluding on Thursday morning at approximately 10 AM.

I will continue to monitor this area as part of our ongoing conservation responsibilities and will report any future maintenance needs as they arise.

Yeah, well, I'd like to tell you that when you guys were out there mowing, just mowing before this happened, that I did get notification from residents of Brook Hill saying thank you for doing that.

And again, we, we always maintain it by cutting it anyway, but with the debris that was in the, um, riverbed and what have you there to clear it out, that was a little bit more than what we do.

And that was to prevent flooding upstream in that location, which are the residents on Brook Hill Uh, and Denise Drive.

Okay, I think we could all remember times in heavy rain when that backs up and floods and Arcade Avenue is impassable sometimes.

So yeah, maintenance is very important to keep, keep that operational.

I know you have something else, but I wanted something said about that because there's a lot of negative comments online from people who don't know what they're talking about and think that we're going to go out there and destroy town property just because we feel like it, which is totally ridiculous.

Um, I was hoping that the conservation agent would also be here, not just get a letter from him, because a lot of the questions that people raised to, to myself were, we're working in a waterway where— do we have any erosion control in place?

These are all questions that came about directly to me, and I was like, I don't know, I can hopefully try to find out the answers for it.

When I talked to the chairperson, she's like, yeah, there's been a lot going on and everything like that.

I know I don't want people to think that we're doing anything illegal over there and not by the book, because work was done over there.

And my concern is, yeah, the problem on Pleasant Street Brookhill Drive, all that, that's been that way for umpteen years.

But when we do work in that waterway, I think we really need to be careful what we're doing, especially because that's going to affect downstream.

And everybody— well, I know where that water goes, you know where that water goes, and I will— and you're very aware of what the city of East Providence just did along with County Street.

And I surely don't want to be contributing to anything we're doing upstream to affect downstream, especially going into another state.

So that's the reason why we had this conversation, Mr. Grow.

It's nothing against what you guys did.

I just want to make sure that, okay, we went out and looked at it and said, okay, we can just do it.

Um, there's a little bit more forethought put into it.

And that was a concern.

That's why we meet with the conservation agent.

The conservation agent typically in the past, if they have any concerns or requirements, they want straw wattles down or composting, we would follow that to do just as you indicated.

But that, for the work that we did out there, was not a requirement with the nature of the work we were doing.
