In

3:26
Good evening, Madam Chair, board members.
In
Out
3:29
We are gathered here tonight for the ceremonial swearing-in of Kevin Nagel to the rank of sergeant.
In
Out
3:36
His promotion was approved at this board's last meeting.
In
Out
3:39
Kevin has been a police officer for 12 years.
In
Out
3:42
He has been a Seekonk police officer for 9 years, having served his career— started his career in 2013 with the Nantucket Police Department.
In
Out
3:53
Kevin holds a bachelor's degree in criminal justice from Norwich University.
In
Out
3:57
Since his arrival, I have personally witnessed Kevin's professional growth.
In
Out
4:01
As a patrolman, his passion for making a difference was evident.
In
Out
4:07
When the opportunity arose to work with the youth of our town, Kevin eagerly accepted the role of resource— school resource officer.
In
Out
4:17
Kevin instituted the department's first comfort dog program with his partner Mac.
In
Out
4:23
Both the school administration and students have expressed their appreciation for his performance in those duties.
In
Out
4:30
Additionally, Kevin serves as one of our department's field training officers, mentoring new officers during the early stages of their careers.
In
Out
4:39
He is also a member of the regional critical incident stress management team, which supports first responders during challenging times.
In
Out
4:48
Kevin serves as a CMLAC negotiator, and he is one of our department's firearm trainers and armorers.
In
Out
4:57
Looking at Kevin's impressive resume, it is clear that he is well deserving of the title of our department's newest sergeant.
In
Out
5:06
I have no doubt that this will be just the beginning of his success, and he will become one of the future leaders of this department.
In
Out
5:14
I now invite Captain Jardine to administrate this— administrate the swearing-in of Sergeant Nagel, after which Kevin's sons Jackson and Wyatt will pin his new sergeant badge on him with the assistance of his wife Kim.

Consider the request that the Select Board authorize the Police Department to accept the award of the Edward Byrne Memorial Justice Assistance Grant in the amount of $18,250.
In
Out
14:29
Would you like to say?
In
Out
14:30
Uh, it's just one of the few grants, right, that, uh, we recently, uh, granted.
In
Out
14:35
Uh, we have Sergeant Kelly now working grants.
In
Out
14:38
He's putting as many out as he can.
In
Out
14:41
This particular grant is used for technologies, uh, things like, uh, radar trailers, things, things like that.
In
Out
14:47
So we'll be using that money to purchase a piece of equipment like that.
In
Out
14:52
Okay, can I get a motion please?
In
Out
14:55
I make a motion we authorize the police department to accept the award of the Edward Blind Memorial Justice Assistance Grant in the amount of $18,250.

15:25
So moved.
In
Out
15:27
Okay, second.
In
Out
15:30
All right, Chief, do you want to say anything about this?
In
Out
15:33
This is the, uh, yearly grant we get from the, uh, we get for, uh, the highway safety grant, the click of the ticket, uh, hands-free driving, stuff like that.
In
Out
15:43
We go out and do enforcement.
In
Out
15:44
Plus, we also— a portion of the grant is used for equipment like radar, handheld radars, things like that.
In
Out
15:50
The speed limit signs that you see through town, a few of those the police department bought.
In
Out
15:54
So that's what that's used for.
In
Out
15:57

In

16:12
I'm looking for something else for you.
In

16:35
Second.
In
Out
16:36
Any questions?
In
Out
16:38
So, Madam Chair, that brings that committee to full and they can stop meeting now with the quorum, I believe.
In
Out
16:43
Yes, yes, it gives them a quorum now so they can, they can stop.
In
Out
16:49
Did I take a vote?
In
Out
16:50
Nope.
In
Out
16:50
No.
In
Out
16:51
All in favor?
In
Out
16:52
Aye.
In
Out
16:53
Any opposed?
In
Out
16:54
Seeing none, unanimous.
In
Out
16:55
Thank you.
In
Out
16:56
Community speaks.
In
Out
16:56
Do we have anybody from the community who would like to speak?
In
Out
16:59
I do.
In
Out
17:00
Step on down.
In
Out
17:02
Do we want to get— bring the chairs over there, Madam Chair?
In
Out
17:05
Oh yeah, the police department was supposed to do that and they scooted right out of here, didn't they?
In
Out
17:19
That was my— I don't know, who are you, sir?
In
Out
17:32
I'm on the agenda for the community.
In
Out
17:34
Not yet, sir.
In
Out
17:36
I'll call you.
In
Out
17:39
Good evening.
In
Out
17:40
Your name and street, sir?
In
Out
17:42
Kenneth Kazarian, 12 Kenwood Court, Seekonk.
In
Out
17:45
What do you have for us tonight, Mr. Kazarian?
In
Out
17:47
Well, this is regarding the Medeiros Farm, and I just want to tell Mike Keeley that I'm not going to say anything about a feasibility study tonight.
In
Out
17:56
What do you get to say to us Just keep going.
In
Out
17:58
All right, um, as you might know, we had a meeting— there was a meeting of the Medeiros Farm Committee a couple weeks ago, um, and at that meeting it was standing room only.
In
Out
18:11
This room was filled, packed with people, neighbors that, uh, felt as though their voices weren't heard, uh, when they implemented that plan for the Medeiros Farm Committee.
In
Out
18:19
So a lot of people here went on till about 9:30 at night, whatever.
In
Out
18:25
At the end of the night, uh, you know, the meeting was ended and Sean reached out to us and said, we'll put together a small committee of the neighbors and we'd like to meet with you.
In
Out
18:34
So we did do that, and we met on the 23rd in this very office.
In
Out
18:39
And, uh, really before the meeting gets started, uh, just had the meeting get started, Sean put out there for us, um, you know, if we could remove the active recreation fields from the corner of Lincoln and Elm and sort of calm down the whole process back there, um, you know, they could do that, but they'd have to vote through the, uh, you know, Medeiros Farm Committee.
In
Out
19:03
So I just want to thank Sean for reaching out like that.
In
Out
19:06
That's good governance.
In
Out
19:08
I think we can put together a great plan for that whole recreation facility over there that the whole town can enjoy, not just a special interest group.
In
Out
19:17
Okay, so again, I just want to memorialize that he put that out there.
In
Out
19:21
Um, we're hoping that we can work with, uh, that committee to do something good.
In
Out
19:25
Good.
In
Out
19:26
All right.
In
Out
19:26
Yes, so that's positive.
In
Out
19:28
All right.
In
Out
19:28
Yes, it is.
In
Out
19:29
Thank you.
In
Out
19:29
Thank you, sir.
In
Out
19:30
You're welcome.
In
Out
19:32
Is there anybody else from the community you would like to speak?
In
Out
19:37
Okay, good.
In
Out
19:39
We'll move right on.
In
Out
19:40
Discussion and presentation regarding a new community garden.
In
Out
19:44
Sir?
In
Out
19:44
Yes, that's you.
In
Out
19:45
How are you?
In
Out
19:47
Good.
In
Out
19:47
Uh, you're Aaron Emack?
In
Out
19:49
Yeah, Premack.
In
Out
19:50
Premack, I'm sorry.
In
Out
19:51
I have, uh, proposal copies if you'd like some with my contact on it.
In
Out
19:57
Chris, you can hand that to Chris.
In
Out
20:01
Yeah, I propose, uh, I want it to be like an art piece available to all members of the community.
In
Out
20:12
I want, like, think of, like, rows of raised beds.
In
Out
20:16
I want to have, like, 3 foot 8 inches tall so, like, people with bad backs can contribute to the garden.
In
Out
20:25
Any excess produce that I have will be given back to the community.
In
Out
20:32
Like, I want all produce to be free at the point of consumption.
In
Out
20:38
And yeah, I wanna promote inclusivity by like giving— like setting up baskets around different apartment complexes and putting the excess produce in there as like a recruitment tool.
In
Out
20:57
I wanna plant grass on the— for the turf, like to allow people like to have more relaxed atmosphere.
In
Out
21:05
If anyone wants to be barefoot or whatever, they're definitely welcome to do that.
In
Out
21:12
I want it to be 100% organic.
In
Out
21:17
One of the— I want to use maybe one of the raised beds as a storage facility.
In
Out
21:23
That was recommended.
In
Out
21:27
It was given as a suggestion.
In
Out
21:28
I thought that was a great idea.
In
Out
21:30
I want to have a greenhouse horizontally facing the south to get like the maximum amount of sun and use like stones on both ends, paint the outside of the stones black to like allow natural heat from the sun to come in during the winter and grow like interesting things like mandarins or bananas inside the greenhouse.
In
Out
21:55
Anyone that wants— any community member that wants to grow something, they're always welcome to.
In
Out
22:00
I'm not strict like that.
In
Out
22:02
I've been to other community gardens where it's very strict, like you have to rent a plot fee.
In
Out
22:06
They plan out everything they're gonna grow in advance.
In
Out
22:09
I wanna grow things that people eat on a daily basis, like mandarins, bananas, potatoes, tomatoes, or anything any other member wants to grow.
In
Out
22:21
Yeah, and no plot fees.
In
Out
22:24
Anyone that wants to come in and grow is welcome.
In
Out
22:27
Okay, sir, we have a couple of questions.
In
Out
22:29
Where are you from?
In
Out
22:31
Uh, well, I, I've— right now I live in Tiverton.
In
Out
22:34
I've lived in Seekonk before.
In
Out
22:36
Okay.
In
Out
22:37
I work in Seekonk, just up the street.
In
Out
22:40
Okay.
In
Out
22:40
Um, I just like people know who are watching and listening to this that, um, Mr. Premack has come before the Madeira Farm Committee and has spoken to them.
In
Out
22:52
Yeah.
In
Out
22:52
Um, I'm open to the Madero Farm as a location, but any other place is adequate too.
In
Out
23:00
The main point, the purpose, or the main goal is just to have the land to build community and grow like artwork.
In
Out
23:10
I want it to feel like you're walking into paradise, you know, like surrounded with rose bushes so when you walk in you smell fluorescent smells all over.
In
Out
23:22
Also surround it with flower beds surrounding the perimeter.
In
Out
23:28
And this would be something that you would take care of?
In
Out
23:30
Yeah.
In
Out
23:31
And as long as other— absolutely, other people were there.
In
Out
23:36
Over 25 other members in my group that are interested in that garden, and it's definitely going to grow from there.
In
Out
23:44
Like, if you'd be so kind as to grant me land, I could put more flyers out in strategic areas like libraries and like dance studios, anywhere where I would think people would be interested in growing community to, you know, to bring more members in.
In
Out
24:03
But I only did that, I only hung up flyers one time and I already have like over 25 people who are interested.
In
Out
24:12
So imagine if I do it again, like, I'll have probably double.
In
Out
24:18
I do— I want to utilize rain collection barrels.
In
Out
24:21
You know, if the city were able to provide water, the hookup to the city line as well, that'd be cool.
In
Out
24:29
That'd be great.
In
Out
24:31
But it's— water collection would probably be the main source of ways to water the plants.
In
Out
24:40
And basically you don't have an area like a half acre, acre.
In
Out
24:45
You just, um, your thought is that if the town allows you to open a community garden on, on their property, you would deal with whatever area we gave you?
In
Out
24:57
Yeah.
In
Out
24:57
Oh, we allowed you to do it, not give you, but you know.
In
Out
25:01
Yeah, that's what 100% Okay, this is not— I know we have community gardens in town on private property.
In
Out
25:11
I don't know how they run theirs.
In
Out
25:13
I know we had a community garden at one point that has since not been growing.
In
Out
25:21
Mm-hmm.
In
Out
25:22
How's that?
In
Out
25:22
That's pretty politically correct.
In
Out
25:24
The Barrington one?
In
Out
25:26
Yeah, it looks— that's a lot of ground beds and it's It's a lot of bending there.
In
Out
25:31
People with bad backs, they're excluded from doing something like that.
In
Out
25:35
Okay, this is something that I'm glad you came in.
In
Out
25:37
I'm glad you gave us this information.
In
Out
25:39
It's something we're going to have to think about and keep, you know, keep in our minds to do because we've never done anything like this before.
In
Out
25:47
So we have your contact information, and I know the Madera's Farm people basically probably said about the same thing to you.
In
Out
25:55
Because we have to look into this, um, only because nothing like this particular type of community garden has been done.
In
Out
26:04
Well, they told me to come back, to keep coming back, but they were very open with it.
In
Out
26:09
But also, one last thing, the raised beds, uh, will be like connected with trellises that grow like grapevines, different grapevines and other vines up it too, just to, you know, allow shade for the members, and it'll look beautiful in the early spring when everything, well, uh, blooms.
In
Out
26:28
But yeah, Madero told me to come back, and, uh, but they didn't give me any definite answer.
In
Out
26:34
No, and I'll tell you, we're not going to give you a definite answer right now either.
In
Out
26:39
Um, as far as the greenhouse and the beds and all that, do you expect the town to give you an allotment or something to— oh, um, Well, there's government and non-government organizations that deal with funding of community gardens, like the Southside Community Land Trust and others.
In
Out
26:55
There's like a bunch I have on a list.
In
Out
26:58
I'll go to them, and if I can't get funding from them, I'll be self-funded.
In
Out
27:03
It's a life passion of mine to open up a garden like this, so I definitely don't mind putting my own resources into it.
In
Out
27:11
Yeah, and you don't have an area like in mind?
In
Out
27:15
Spot in town, but a plot of land.
In
Out
27:18
How much land?
In
Out
27:20
I mean, maybe like 600 square feet, half an acre, a quarter acre, whatever the, uh, board seems fit.
In
Out
27:30
Okay.
In
Out
27:33
Adam Chair, Chappelle Street, you said he couldn't revive that because this housing authority property— I can't say that it can't be revived.
In
Out
27:40
I can say it was there, it's not there.
In
Out
27:42
That's state property, and that's all I know.
In
Out
27:48
Does any— anybody have any questions of Mr. Premack?
In
Out
27:52
Nope.
In
Out
27:53
Everybody good?
In
Out
27:54
Good.
In
Out
27:54
Well, the main goal is just to grow community and create a place where people could come where they feel like they have, uh, people who love to see them there, you know?
In
Out
28:05
Okay.
In
Out
28:05
No, thank you very much.
In
Out
28:07
This is very interesting.
In
Out
28:09
Yeah, thank you.
In
Out
28:10
Thank you.
In
Out
28:11
I hope you have my contact.
In
Out
28:12
It's on the bottom of the page.
In
Out
28:14
That's my— yep, and you gave it to me when I talked to you on the phone.
In
Out
28:17
Thank you so much.
In
Out
28:18
Hope you have a great rest of your night.
In
Out
28:21
Thank you too.
In
Out
28:25
Okay, um, if the board doesn't mind, we'd like to move, um, item— not that one— item 0, TV9 budget request, up to now so that they can do their budget request and then basically go before all the public hearings.
In
Out
28:43
Is that okay with everyone?
In
Out
28:46
Okay, TV9 budget hearing request.
In
Out
28:53
Hello.
In
Out
28:55
Good.
In
Out
28:56
Move the mic over, please, and just your name and address.
In
Out
28:59
And Michael Dressler, 303 Forsyth Circle.
In
Out
29:03
And you're the what of TV9?
In
Out
29:05
I'm the treasurer of TV9.
In
Out
29:08
Okay, Andrea Rossiter, 27 Deborah Circle, uh, president of TV9.
In
Out
29:13
Okay, great.
In
Out
29:15
Go ahead, Mr. Dressler.
In
Out
29:17
I'm here to answer any questions that you might have after we presented you with our numbers, um, 2 weeks ago.
In
Out
29:27
Okay, I know you're, you're You have an article on the warrant for November 10th, and, um, I just asked you to come in here tonight.
In
Out
29:38
You know, it was on— you were on our agenda, and I kept you on the agenda hoping that maybe you could explain it a little bit so maybe you'd do less explaining at the town meeting.
In
Out
29:47
People would know.
In
Out
29:49
Oh, okay.
In
Out
29:50
So we can go through these numbers.
In
Out
29:53
Um, the beginning balance that we gave you.
In
Out
29:58
We started with TV9 put in $30,000 on 12/19/24, and we had grant proceeds received from Comcast members of $135,182.60, and that totals $165,182.60.
In
Out
30:17
Our expenses are categorized in admin and service.
In
Out
30:23
So the building overhead is $24,654, uh, professional is $82,822, and studio and office is $8,657.28, which equals $41,594.79.
In
Out
30:40
As far as the service fee, the budget expenditures are studio and office is $53,000 829.
In
Out
30:48
Our total expenditures is $95,424.
In
Out
30:53
We're estimating the equipment of $35,400, so the total budget expenditures would be $130,824.
In
Out
31:03
Okay, so that was the budget from July 1st of this year to the end of this year.
In
Out
31:08
We actually presented $135,182.
In
Out
31:13
So if we went to the next page of the peg balance of starting at $65,681, and then prorated expenses that we figured to the end of the year is $47,712.37.
In
Out
31:32
That subtotals $113,318.
In
Out
31:36
The budget that we presented was $134,000.
In
Out
31:38
$185,182, and that would give us an ending balance of approximately $21,864.
In
Out
31:45
And what happens with that money?
In
Out
31:46
Does that— if, if we stop doing business completely, that would go back to the town of Seekonk.
In
Out
31:52
Well, right, $21,000, it's that we haven't received invoices for equipment that we ordered yet.
In
Out
31:59
And also, when we give you our equipment breakdown last time, uh, we broke it down into 18 months.
In
Out
32:07
So if you look at, um, well, we did 35— one piece of it alone is $62,000.
In
Out
32:12
So it's like, yeah, we have $21,000 right now, then we get the next installment of the next, you know, that was the video switcher, right?
In
Out
32:22
Right, for the studio.
In
Out
32:24
Exactly right.
In
Out
32:24
So the, um, equipment right now that we've already put on order were the microphones, the digital recorder, a mixer to have to go with that, and various little, you know, wires and such.
In
Out
32:37
We haven't received those yet.
In
Out
32:38
They're actually still on backorder.
In
Out
32:40
So when you add that up alone, it comes to about $10,000 of that $21,000 that's sitting there that we have already spent for equipment.
In
Out
32:50
And then you give us the next installment of equipment and we buy the next bit of equipment.
In
Out
32:58
So, so although there's $21 sitting there, it's not really sitting there, and it's committed to something.
In
Out
33:04
Committed.
In
Out
33:04
The $21 would go into the next column of starting January 1st to June 30th, um, and it would carry on.
In
Out
33:12
But you didn't do that as a credit.
In
Out
33:14
Yeah, but you didn't do that.
In
Out
33:15
Never spent a penny.
In
Out
33:17
Yeah, and I misspoke because at the end of the contract It would go back to the town of Seekonk, right?
In
Out
33:23
Andrea corrected me.
In
Out
33:24
Yeah, that's fine.
In
Out
33:25
Glad she's here.
In
Out
33:26
Yeah, that's good.
In
Out
33:31
Okay, and what you're asking for at this town meeting is 146-865-03.
In
Out
33:40
Wow, there you go.
In
Out
33:41
Straight up.
In
Out
33:42
I think we got rid of the 03 part.
In
Out
33:44
I think we found it.
In
Out
33:45
That's all right.
In
Out
33:47
Yeah, I understand that.
In
Out
33:48
I think we'll be all right without the 3 cents.
In
Out
33:54
Okay, and that'll take you to June 30th of next year, 2026, end of the school year.
In
Out
33:59
That's correct.
In
Out
34:01
So we're staying right within the budget lines that we presented to you 6 months ago.
In
Out
34:07
Yeah, I have that.
In
Out
34:09
Actually, I have that right here.
In
Out
34:13
You seem— you spent a lot more on building overhead than was, uh, presented in July.
In
Out
34:25
There's going to be some, you know, just— I'm just— absolutely, I'm just pointing it out.
In
Out
34:29
I just— yeah, it's going to be, you know, first year we're going to— first year or two we're going to get used to how the numbers get massaged Yep.
In
Out
34:39
Put it in.
In
Out
34:40
Yeah.
In
Out
34:41
But, but the way it works is that anything that's plus or minus goes into the next column, and then we add and subtract from that debits and credits.
In
Out
34:53
Okay.
In
Out
34:54
Does anybody on the board have any questions?
In
Out
35:03
Mr. Zarr?
In
Out
35:04
No, I'm good.
In
Out
35:06
Everybody's good?
In
Out
35:07
Look at that, out sooner than you thought.
In
Out
35:10
Thank you.
In
Out
35:10
See you at the town meeting.
In
Out
35:11
Thank you very much.
In
Out
35:18
Okay, now we get into public hearings.
In
Out
35:26
Okay.
In
Out
35:29
The first public hearing, consider the proposal on adoption of an order to lay out the roadways Rosengren Court within the Farmland Estates subdivision in accordance with the as-built plan and legal description.
In
Out
35:41
I'll take a motion to open up this public hearing at 8:34 PM.
In
Out
35:46
So moved.
In
Out
35:47
Thank you.
In
Out
35:47
Can I get a second?
In
Out
35:49
6:34.
In
Out
35:50
Yeah, did I say 8?
In
Out
35:52
Yes, 6:34.
In
Out
35:53
I'm looking at 6, saying 8.
In
Out
35:56
Okay, 6:34 PM.
In
Out
35:57
Gary, Gary did the motion.
In
Out
36:00
Can I get a second?
In
Out
36:01
Second.
In
Out
36:02
Thank you.
In
Out
36:03
Okay, got a motion and a second.
In
Out
36:06
Let's see what we have about this one.
In
Out
36:08
Roseanne Court.
In
Out
36:11
Mr. Auburn, the planning board will be holding a public hearing on November 18th to hear the request from the developer for modification to an approved plan not to install the remaining street trees The residents don't want them as they impede with their sprinkler systems.
In
Out
36:25
And the installation of a radio call box, the board could vote to adopt an order to lay out Roseanne Court to be voted on at town meeting to be held on Monday, November 10th, 2025, pending the decision of the planning board.
In
Out
36:41
Uh, public hearing is open.
In
Out
36:43
Do we have anybody to vote in favor Come on down.
In
Out
36:51
In favor of this?
In
Out
36:58
Kristen Mastropietro, 14 Roseanne Court.
In
Out
37:01
Bernie Mastropietro, 349 Lincoln Street.
In
Out
37:04
We are obviously in favor of moving this forward.
In
Out
37:07
Really?
In
Out
37:08
Okay, I'm just— I got a lot of notes on these things, so I just want to make sure You know, I did hear that at another, another roadway that the— that— oh, actually, it's your roadway.
In
Out
37:31
I was like, it's probably not all the neighbors don't want the trees.
In
Out
37:34
There were 2 that do want the trees, but they also have septic systems in their front yard.
In
Out
37:43
So, well, there you go.
In
Out
37:46
So that is a little questionable, isn't it?
In
Out
37:48
Right.
In
Out
37:48
I don't under— I mean, we gave them a heads up and stuff, so.
In
Out
37:51
Oh, that's good.
In
Out
37:54
So I like the— oh, okay, stay there.
In
Out
37:57
Anybody else in favor of accepting this roadway?
In
Out
38:01
I know you are, so you just sit there.
In
Out
38:03
Oh, come on down.
In
Out
38:06
Come on down.
In
Out
38:11
We don't bite, Cod.
In
Out
38:12
Come on, just stand right here where the microphone is.
In
Out
38:16
Uh, Lisa Master Pietro, 349 Lincoln Street.
In
Out
38:18
Well, of course you're going to be in favor.
In
Out
38:20
Well, I didn't know if I was supposed to raise my hand or not, so— Well, you have to raise your hand to come up here, but I understand.
In
Out
38:25
And you're in favor of this?
In
Out
38:26
Yes, absolutely.
In
Out
38:28
Okay, okay, good.
In
Out
38:29
Have a seat right there.
In
Out
38:30
Good.
In
Out
38:30
Is there anybody not in favor of the acceptance of this road?
In
Out
38:35
This is a public hearing.
In
Out
38:36
This is the time you need to speak to us.
In
Out
38:40
Seeing nobody, okay, I take a motion to adopt an order to lay out Rosian Court to be voted on at town meeting to be held on Monday, November 10th, 2025, pending the decision of the planning board.
In
Out
38:53
Madam Chair, we have to close the public hearing.
In
Out
38:55
Oh shoot, hold on.
In
Out
38:59
At 6:38.
In
Out
39:01
Take, take a motion to close the public hearing at 6:38 PM.
In
Out
39:05
So moved.
In
Out
39:06
Second.
In
Out
39:07
Thank you.
In
Out
39:07
All in favor?
In
Out
39:08
Aye.
In
Out
39:09
Thank you.
In
Out
39:09
Unanimous.
In
Out
39:10
Now, now I'll take a motion to adopt an order to lay out Rosian Court to be voted on at town meeting to be held on Monday, November 10th, 2025, pending the decision of the planning board.
In
Out
39:21
So moved.
In
Out
39:22
Second.
In
Out
39:23
Any other questions?
In
Out
39:24
Seeing none, all in favor?
In
Out
39:26
Any opposed?
In
Out
39:29
Seeing none, unanimous.
In
Out
39:30
See you at town meeting.
In
Out
39:32
Thank you.
In
Out
39:36
Here we go.
In
Out
39:41
So next we have a public hearing on Logan Court within the Caleb State subdivision, and I'll take a motion to open the public hearing.
In
Out
39:50
So moved.
In
Out
39:50
At 6:38 PM, Mr. Segar moves.
In
Out
39:55
Second?
In
Out
39:55
Second.
In
Out
39:56
Thank you, Mr. Healy.
In
Out
39:57
Second.
In
Out
39:59
Okay, um, anybody here to talk in favor of Logan Court?
In
Out
40:06
So we don't have the information.
In
Out
40:08
Where do we find the information?
In
Out
40:11
Come step up here.
In
Out
40:18
I'm Harul from 50 Logan Court.
In
Out
40:21
We are the last house in the Logan Court.
In
Out
40:23
Okay.
In
Out
40:24
And I just received this letter.
In
Out
40:26
Yes.
In
Out
40:27
And, uh, I don't know what is the proposal or what is this about.
In
Out
40:32
Um, this is a proposal for the town to accept the layout of your street, and then it goes to town meeting.
In
Out
40:40
And basically what it is, at the end of town meeting when it's accepted, the town accepts the road as being complete.
In
Out
40:48
Okay.
In
Out
40:49
And then the town takes over all the plowing and the everything else that has to be done on that street.
In
Out
40:56
This is the way things go.
In
Out
40:57
Your contractor own the street and all that land.
In
Out
41:02
Once the town accepts it, which is— this is the proceeding first here, here, then on town meeting floor.
In
Out
41:09
Yeah, but this has been like there for like 10 years now, I guess.
In
Out
41:13
Taking them that long to finish it?
In
Out
41:14
You're absolutely right.
In
Out
41:16
Okay, the planning board and everyone that works for them in the town planner have been pushing and pushing and pushing to get the streets that have not been accepted by the town to get them accepted by the town.
In
Out
41:28
So that is why this is— this has taken quite a while, but now it has gotten to the point where the town— because it has to get— let's just say it has to be completed and satisfy everyone in the town, all the departments in the town, before the town can accept it.
In
Out
41:47
But how do I know that anything is pending, like the Khalib Estate subdivision, right?
In
Out
41:53
Because it wouldn't— if it was here, I would have a note on one of these papers that said everything has not been completed.
In
Out
42:01
And I can assure you, on town meeting floor, which is the final step, if it has not been completed at that time, Mr. Aubin will tell us and I will stop it in its tracks.
In
Out
42:11
Okay, because there is no streetlight or nothing is there in that, and I don't have the as-built design of— we just bought this 2 years back, but this subdivision was built in 2016 or '17.
In
Out
42:26
I guess.
In
Out
42:27
Okay.
In
Out
42:28
Uh, and it's— that road is, uh, it's been maintained by the town right now.
In
Out
42:34
Uh, but I don't have the as-built, what the builder has agreed and how the 5 houses that are there is approved.
In
Out
42:43
And, uh, did they comply with all the codes or whatever, uh, the town has agreed with them?
In
Out
42:49
If it gets through town meeting floor, yes.
In
Out
42:53
And streetlights, you probably won't get streetlights unless you put them in, because I don't know too many streets that are being built that have streetlights.
In
Out
43:02
And it's, it's just something that obviously isn't mandatory in the development of a street.
In
Out
43:10
And the meeting on the 8th or 18th of November, or when is the meeting?
In
Out
43:15
The 10th.
In
Out
43:16
So Monday night.
In
Out
43:17
Come in and listen to it, or you can.
In
Out
43:20
It's at the high school.
In
Out
43:22
It's at the high school on Arcade Avenue on November 10th at 7 o'clock.
In
Out
43:28
Could I just suggest, um, if you have questions, you're best to call the planning office.
In
Out
43:34
The planner is here and he can answer any questions you have.
In
Out
43:37
The entire file in our office.
In
Out
43:39
This is the last step of the subdivision process.
In
Out
43:43
We have no outstanding issues on our end.
In
Out
43:46
Okay, thank you, thank you, thank you, sir.
In
Out
43:52
Okay, so is anybody else here to vote, uh, to speak in favor of Logan Court?
In
Out
44:00
Anybody here to speak against the acceptance of Logan Court?
In
Out
44:06
No?
In
Out
44:07
Good.
In
Out
44:08
Um, I take a motion to close the Public hearing at 6:43 PM.
In
Out
44:13
So moved.
In
Out
44:14
Second.
In
Out
44:16
Okay, all in favor?
In
Out
44:17
Aye.
In
Out
44:17
Any opposed?
In
Out
44:19
Seeing none, that's unanimous.
In
Out
44:20
Okay, I'll take a motion to adopt an order to lay out Logan Court within the Caleb Estate subdivision to be voted on at town meeting.
In
Out
44:29
So moved.
In
Out
44:30
Second.
In
Out
44:32
Any questions?
In
Out
44:34
Hearing none, all in favor?
In
Out
44:36
Aye.
In
Out
44:37
Any opposed?
In
Out
44:39
Seeing none, unanimous.
In
Out
44:42
Okay, the next one is— hold on, just did that one.
In
Out
45:02
Because I do have some.
In
Out
45:03
Okay, good.
In
Out
45:05
Uh, the next is a public hearing on Cooper Road.
In
Out
45:07
I'll take a motion at some time.
In
Out
45:11
Hold on, come on.
In
Out
45:17
At 6:44 PM to open the public hearing.
In
Out
45:21
So moved.
In
Out
45:22
Second.
In
Out
45:25
Any— all in favor?
In
Out
45:27
Aye.
In
Out
45:27
Any opposed?
In
Out
45:28
Seeing none.
In
Out
45:31
Is there anybody here to talk in favor of Cooper Road within the Pine— says Brook Court subdivision.
In
Out
45:39
Is it Pine Brook or Pine Brook?
In
Out
45:41
Pine Brook Court.
In
Out
45:43
Anybody here to talk in favor?
In
Out
45:47
Seeing no one, just so the board knows, according to my notes, there's no outstanding issues with this road.
In
Out
45:54
The board could make a motion to adopt for town meeting.
In
Out
45:58
Okay, is there anybody to speak against the acceptance of this Cooper Road?
In
Out
46:05
Okay, seeing none, I'll take a motion at 6:45 PM to close the public hearing.
In
Out
46:12
So moved.
In
Out
46:13
Second.
In
Out
46:15
All in favor?
In
Out
46:16
Aye.
In
Out
46:17
Unanimous.
In
Out
46:18
I'll take a motion to adopt an order to lay out Cooper Road within the Pine Brook Court subdivision to be voted on at town meeting.
In
Out
46:26
So moved.
In
Out
46:27
Second.
In
Out
46:29
Any questions?
In
Out
46:31
Ready for the vote.
In
Out
46:32
All in favor?
In
Out
46:33
Aye.
In
Out
46:33
Any opposed?
In
Out
46:34
Unanimous.
In
Out
46:38
Okay, the next is— okay, the next public hearing is about Burson Road.
In
Out
46:45
I take a motion at 6:45 PM to open the public meetings.
In
Out
46:50
So moved.
In
Out
46:52
Second.
In
Out
46:54
All in favor?
In
Out
46:55
Aye.
In
Out
46:56
Any opposed?
In
Out
46:57
Seeing none, unanimous.
In
Out
46:59
Is there anybody here to talk in favor of adopting Burson Road?
In
Out
47:05
Come on down, have a seat.
In
Out
47:10
Just give me your name and your street and if you live in Secombe.
In
Out
47:14
Sure.
In
Out
47:14
Heritage, uh, Rhindu Valley Heritage Realty.
In
Out
47:16
I live at Birchwood Drive in Rehoboth.
In
Out
47:19
Oh, okay, good.
In
Out
47:20
Developer on the project.
In
Out
47:21
I've been working with John and Dave on getting everything finished up and the MOU that we had in Pine Street, which is another wrinkle with the project, getting all that sorted out.
In
Out
47:32
And I know John and Dave can speak to that and answer any questions.
In
Out
47:36
And they don't have to because I got my notes right here.
In
Out
47:39
Because what it says is outstanding issues have been rectified and this has been confirmed with the town's engineering firm, GPI.
In
Out
47:47
The board can make the motion.
In
Out
47:49
So is there anybody else here to talk in favor of the acceptance of Burson Road?
In
Out
47:56
Dave, you want to say something?
In
Out
47:59
Come on down.
In
Out
48:02
Trying to get by you, Dave.
In
Out
48:03
No, that's okay.
In
Out
48:06
I've been working with Ryan.
In
Out
48:08
One of the outstanding items they had in this subdivision Division went in was they were before this board for a permit to open up the roadway.
In
Out
48:15
The curb cut was issued, but the right-of-way opening permit was issued by this board.
In
Out
48:21
The outstanding work there consisted of redoing a section of Pine Street in front of the roadway where they were tying in gas service and water service.
In
Out
48:30
That work has been done mostly.
In
Out
48:33
They did the 2-inch mill and overlay.
In
Out
48:35
Last week.
In
Out
48:36
I went out there this week to look at it, came out fine.
In
Out
48:40
Cosmetically, they still have the rubberized chip seal to make it match what's out on Pine Street.
In
Out
48:45
I know Ryan's been dying to find out the cost.
In
Out
48:48
I just found out the cost today from Allstate.
In
Out
48:51
It was left at that meeting for me to do a little research with Allstate Asphalt, because they're a big firm.
In
Out
48:57
They didn't want to bill the contractor because they're trying to bill the town.
In
Out
49:00
So we had left it at that.
In
Out
49:01
When the time came, I would request a price from them to do that rubberized chip seal on that roadway.
In
Out
49:06
It's only 120 feet long, but to make it look like the rest of the roadway, that's what the board had requested.
In
Out
49:13
I did get a hold of Peter Robbins from Allstate today, and that price is $5,200 to finish that roadway.
In
Out
49:21
And what they're going to do is they will finish that roadway the next time they're either in Rehoboth or Seekonk doing work.
In
Out
49:28
To limit the mobilization to do that piece of roadway because it's very short.
In
Out
49:32
But the cost of that would be $5,200.
In
Out
49:35
Brian's just hearing that actual dollar amount from me tonight.
In
Out
49:38
And what I would recommend the board do is, however they require that money to hang on to until such time that it's— the final surface treatment is done, the town would hang on to that money, and I would make sure that that work gets done.
In
Out
49:53
Next time you're either in the whole width or secon.
In
Out
49:59
What, your recommendation is to have it go to town meeting to be accepted?
In
Out
50:02
Yes.
In
Out
50:03
And it's not his responsibility or his company's responsibility to pay?
In
Out
50:07
We're going to pay through the surety that we had?
In
Out
50:10
It's— is that— it's up to— it is the contractor's responsibility to cover the cost, and the outstanding cost that I get today is $6,200.
In
Out
50:19
Yeah, yeah, that's— just wanted to put that out there.
In
Out
50:24
Madam Chair, come on down, Mr. Aubin.
In
Out
50:27
I just wanted to highlight that this is separate and apart from the surety that the planning board holds.
In
Out
50:33
So this is strictly to do with the permit that the select board had issued and the MOU that you guys have with Mr. DeValle.
In
Out
50:39
Um, for the surety part, once it's— once the roadway is accepted by town meeting, Mr. DeValle will come back and of the planning board.
In
Out
50:45
We'll take a look at landscape and all that stuff, make sure everything's still up to snuff, and then release the final surety amount.
In
Out
50:50
But just, I want to make sure those are 2 different things we're talking about.
In
Out
50:54
So my recommendation would be, if I can make one— if— go ahead.
In
Out
50:59
If the board is going to stick by the letter of the MOU and require the chip sealing to be done, which is fine, that's— if that's a requirement, I would write a check separate for that amount to be held however it needs to be held, or right to the funds of the DPW if that's what's needed.
In
Out
51:16
So it's segregated from that charity so that it's clean.
In
Out
51:22
That might be the best way to do it, to make it— that is the proper way to do it.
In
Out
51:27
Yeah, just— we're lucky to have the finance director here.
In
Out
51:30
He could put a check on deposit with the treasurer, right?
In
Out
51:34
Yes.
In
Out
51:35
Yeah.
In
Out
51:36
So I could do that ahead of town meeting or tomorrow, whatever.
In
Out
51:39
So that can all move ahead and make it a condition of the approval.
In
Out
51:46
Well, we can get it approved from here and go to town meeting floor, but that's 2 weeks away.
In
Out
51:53
As long as that check makes it to our finance director, then there won't be an issue on town meeting floor.
In
Out
52:00
If it doesn't Then I'm there maybe.
In
Out
52:03
Okay, is that good with you?
In
Out
52:05
Yes, it is.
In
Out
52:06
Is that good with everybody here that's got any importance in this?
In
Out
52:10
Mr. Orban, you're good?
In
Out
52:12
Okay, everybody's good.
In
Out
52:15
Okay, is there anybody here to speak against the layout of Berson Road?
In
Out
52:22
Seeing none, I'll take a motion to close the public hearing at 6:51 PM.
In
Out
52:27
So moved.
In
Out
52:29
Second.
In
Out
52:30
Thank you.
In
Out
52:32
All those in favor?
In
Out
52:33
Aye.
In
Out
52:34
Any opposed?
In
Out
52:35
Seeing none, that's unanimous.
In
Out
52:38
So I'll take a motion to adopt an order to lay out Burson Road within the Burson Estate subdivision to be voted on at town meeting November 10th, subject to the deposit of that amount of money.
In
Out
52:53
Well, yeah, okay, subject, we'll add that, subject to the deposit of the $5,200 with our finance director.
In
Out
53:02
So moved.
In
Out
53:05
Second.
In
Out
53:06
Thank you, all in favor?
In
Out
53:08
Aye.
In
Out
53:10
Any opposed?
In
Out
53:11
Unanimous.
In
Out
53:13
Thank you.
In
Out
53:14
Thank you very much.
In
Out
53:15
Have a good night.
In
Out
53:16
You too.
In
Out
53:27
Okay, the next one is public hearing for Palmer River Road.
In
Out
53:32
So I'll take a motion to open the hearing, public hearing at 6:52 PM.
In
Out
53:38
So moved.
In
Out
53:39
Second.
In
Out
53:44
Oh, difficult to hear me, John.
In
Out
53:48
Is that possible?
In
Out
53:52
Okay, okay.
In
Out
53:57
Oh, they already left.
In
Out
53:58
Well, that's good too.
In
Out
54:00
All right, I have a motion and second to open the public hearing.
In
Out
54:02
All in favor?
In
Out
54:03
Aye.
In
Out
54:04
Anybody opposed?
In
Out
54:05
Seeing none, unanimous.
In
Out
54:07
Okay, so we— this is a public hearing for Palmer Palmer River Road within the Jacob Hill Estate subdivision.
In
Out
54:15
And you're going to talk in favor.
In
Out
54:17
Have a seat.
In
Out
54:20
I don't have it.
In
Out
54:22
Oh yeah, I do.
In
Out
54:23
Your name, sir?
In
Out
54:25
Rick Bassett, Sneetch Pond Road, Cumberland, Rhode Island, on behalf of Madera Ventures.
In
Out
54:29
They, they're the ones that have this, correct?
In
Out
54:33
This, this road.
In
Out
54:34
And from my notes, I have— hold on minute.
In
Out
54:37
Palmer River, no outstanding issues with this road.
In
Out
54:41
And unless— and if I'm wrong, I know Mr. Auburn will jump up and do one of these.
In
Out
54:49
So is there anybody here besides this gentleman to talk in favor of the layout of Palmer River Road?
In
Out
54:56
Come on down, please.
In
Out
55:04
Your name and street, please.
In
Out
55:06
My name is Kim Ward, 11 Palmer River Road.
In
Out
55:08
Okay, and you are in favor of the town accepting this?
In
Out
55:12
Yes, if everything has been done on the checklist.
In
Out
55:14
Yes, according to the notes I've been giving, there's no outstanding issues.
In
Out
55:18
Do you have any questions?
In
Out
55:19
We, uh, DPW director and planning is here if there's anything that you have questions about.
In
Out
55:26
I do.
In
Out
55:27
Personally, I was never notified was an issue with my property.
In
Out
55:30
I had called the DPW office 3 times and never received a call back.
In
Out
55:34
I woke up to a saw cut in the middle of my yard around my sprinklers one morning at quarter of 8 in the morning, and they wanted to remove a sewer pipe that no one notified was going to be done.
In
Out
55:44
His company was nice enough to do it, but I don't understand how I was not notified from this town, either the clerk's office, any kind of commission at all, town administrator.
In
Out
55:53
I guess there was a problem and I was unaware, and I've been there for 7 years.
In
Out
55:57
The town built my house in 2018.
In
Out
56:00
It was approved.
In
Out
56:01
Hello.
In
Out
56:02
Is that a DPW issue if the road's not technically ours?
In
Out
56:05
It was the contractor.
In
Out
56:07
Oh, I don't know.
In
Out
56:08
Do you miss— um, Mr.— you lost me on this.
In
Out
56:10
Cabral, do you know anything about this?
In
Out
56:11
Oh, that's what I mean.
In
Out
56:12
I don't know if you have to be notified because if the contractor still owns your road and doing work out there— they were cutting my front lawn.
In
Out
56:18
I would technically— I believe the contractor still owns because the town has no jurisdiction.
In
Out
56:23
That was my contractor.
In
Out
56:24
You're going to correct me right now?
In
Out
56:25
Okay, let's, let's— Mr. Cabral.
In
Out
56:27
Mr. First of all, I will apologize to you with your property.
In
Out
56:31
I, uh, timing-wise, I was away on vacation last week.
In
Out
56:34
I know that the contract— this was on contract.
In
Out
56:37
The contractor had a punch list.
In
Out
56:38
You had an illicit connection from your sump pump, I believe, to the catch basin on the street.
In
Out
56:45
The previous owners did.
In
Out
56:47
All right, so that— but that was an existing condition while the subdivision was being constructed.
In
Out
56:51
Okay.
In
Out
56:51
It was pointed out, it was documented in a report by the engineer doing the site inspections out there.
In
Out
56:56
So that was documented in the inspection report.
In
Out
56:58
When was this?
In
Out
56:59
Um, during the process, after that house was built, most likely, when they noticed the connection.
In
Out
57:05
So there are reports that you can get.
In
Out
57:07
And yeah, to cut to the chase, to cut to the chase to where we are right now, um, it's not uncommon for these things to happen.
In
Out
57:14
The contractor typically is the one that needs to rectify the problem, um, and I don't think they handled the situation— from what I gather with you, it seems like they were going to go out there, cut and cap the pipe, and kind of leave you hanging.
In
Out
57:25
That's the impression.
In
Out
57:26
They've alleviated everything.
In
Out
57:27
I just— my issue was with the town, and no one let me know.
In
Out
57:30
So, because if the town— when the house was built, it was approved.
In
Out
57:33
I would imagine all inspections were done.
In
Out
57:35
One would think, yeah, everything seemed fine.
In
Out
57:37
So I move in a year later, why would I not I think there's— so as the homeowner, things weren't disclosed to you most likely because those connections, the connections from the home to the drainage out in the street are not allowed.
In
Out
57:49
All right, so that was done with the prior owner, whatever the case may be, documented in the engineer's inspection reports that that connection existed up to the contractor to rectify that before the town would accept the roadway.
In
Out
58:02
So that's where that lies.
In
Out
58:05
In terms of where we are today, um, I did make note of this prior to going on vacation.
In
Out
58:11
Your connection that's out there that they terminated, I don't know the status of it right now, but it sounds like it terminated prior to the street is what I'm guessing.
In
Out
58:19
Initially they put a cap in, which scares me.
In
Out
58:20
I didn't know if it would back up into my house, obviously.
In
Out
58:22
That's what I'm thinking right now in my head.
In
Out
58:24
Exactly.
In
Out
58:25
So when I wake up at 8 in the morning to a saw and there's a cap and I'm thinking it's going to come back into my house, I was not very happy.
In
Out
58:30
So, so since then it's been redone and repiped and everything's been awarded.
In
Out
58:35
I just— the contractor was not notified.
In
Out
58:37
Yeah, I don't understand.
In
Out
58:39
And the coordination I found— so the contractor, from what I understand out there, what happened, probably didn't approach you the best way in terms of what that can— nobody approached me.
In
Out
58:48
Well, it should have been the contractor, number one.
In
Out
58:50
Well, when I've got your office— that's okay.
In
Out
58:54
And on the town end of it, where I'm— where I'm going to come in and take a look at this anyway, is that connection.
In
Out
58:59
Whatever they did with that connection, I still have a concern with because I haven't gone out there to see it.
In
Out
59:04
That either it's going to be a dry well or a stone drain connection would be issued as a— as a— that's all been remedied, and you were asked to come out.
In
Out
59:13
That's fine, then I'll just look up on that.
In
Out
59:15
Yeah, as long as everything is done, it's been remedied to that satisfaction.
In
Out
59:18
That is one outstanding item that I do need to look into, and this road's been a long time coming.
In
Out
59:23
Mhm.
In
Out
59:24
I know we would issue a storm drain connection permit if needed, but we typically wouldn't do that as these subdivisions are being built with any house.
In
Out
59:33
Um, in this particular instance, knowing the circumstances that were brought to my attention just about a week and a half ago when it kind of came to the head with the contractor, mhm, I wanted to get out there to take a look at it, and I will follow up with that.
In
Out
59:44
I think it's been longer, but it was— but this says there's no issues.
In
Out
59:48
No, it's It was totally remade.
In
Out
59:52
Is there an issue?
In
Out
59:54
I, again, I have not been out there to see it.
In
Out
59:56
Initially, when this got brought to my office— I get it— we were looking at what was going on.
In
Out
1:00:01
Yeah, I read through some of the reports here for that connection, identified it, and the fault, they aligned with the contractor to correct it.
In
Out
1:00:09
Well, I know.
In
Out
1:00:09
Is that going to stop us from accepting the road at— yeah, at town meeting?
In
Out
1:00:14
I, I won't let it stop the this road from being accepted.
In
Out
1:00:16
What I will do is make sure that either the connection has been eliminated properly, okay, or will be allowed to be connected with the permit in hand.
In
Out
1:00:24
Okay, so it will not stop this from going forward.
In
Out
1:00:27
You're going to say something?
In
Out
1:00:28
Go ahead, go ahead.
In
Out
1:00:32
I am neither the— I did not build her house.
In
Out
1:00:34
That's fine.
In
Out
1:00:34
I did not build the road, right?
In
Out
1:00:35
We're here trying to clean up the mess that was left to us by somebody else.
In
Out
1:00:39
Okay.
In
Out
1:00:39
Yeah, it said in the engineer's report.
In
Out
1:00:41
Yeah, that the connection to 11 Palmer River Road needs to be permitted with the town to the thing, to the catch basin.
In
Out
1:00:49
Yep.
In
Out
1:00:51
And, and now I'm being— um, if I'm hearing you correctly, that if the pipe wasn't disconnected to your satisfaction, you'd have to get it permitted.
In
Out
1:01:00
We've asked, we've asked, we've asked.
In
Out
1:01:02
I, I personally have asked I don't know how many times, can we get it permitted?
In
Out
1:01:06
Can we get— nope, we don't allow that.
In
Out
1:01:08
And now I'm hearing that either it is allowed or it is— I mean, it's already done.
In
Out
1:01:12
We've already disconnected it, taken it out to a dry well in the backyard, and put it to bed.
In
Out
1:01:16
But it would have avoided a lot of this had we been told, oh yeah, just you pay whatever it is for a permit.
In
Out
1:01:23
We have— we would have paid the permit even though it was done by somebody else to have this thing go away.
In
Out
1:01:29
But if it— either it was allowed or it's not allowed.
In
Out
1:01:32
I don't know.
In
Out
1:01:32
I'm getting some mixed reactions here.
In
Out
1:01:35
So for clarification, what they did is the proper thing to do, because on any new subdivision in this town, I have not issued a storm drain connection on new subdivisions.
In
Out
1:01:47
Okay, so what they did is the proper way to handle it, because even in the bylaw it states that the treatment will be such that you try to rectify a storm drain connection by rectifying it by placing it within the property with a dry well or some other means, if at all possible.
In
Out
1:02:04
As a last resort, if everything else fails, would be a storm drain connection.
In
Out
1:02:09
So exactly what they did is the due diligence that I would have required, which is written into the stormwater bylaw.
In
Out
1:02:15
So at the end of the day, everything seems to be done appropriately.
In
Out
1:02:22
So just— that's good now that I have another hole in my house.
In
Out
1:02:26
Just so there's no surprises, right?
In
Out
1:02:30
We capped the 4-inch pipe that goes into the catch basin.
In
Out
1:02:35
We cut the connection at the house, rerouted it to the backyard to a storm drain that was there.
In
Out
1:02:42
You can see we left the pipe showing.
In
Out
1:02:44
We didn't pull it out so that you could see the cap on both ends.
In
Out
1:02:47
The 4-inch pipe in the ground and the inch and a half coming out of the house are both capped, so there's a gap in between.
In
Out
1:02:53
There's positive disconnection.
In
Out
1:02:56
I, I— so I don't anticipate that you're going to go out and find fault with, with what we did.
In
Out
1:03:03
So therefore, it should not be an issue at town meeting.
In
Out
1:03:08
Okay.
In
Out
1:03:09
So I mean, that's what we did.
In
Out
1:03:10
So if, if there's something that is amiss in that, what I just described to you, then tell me now so we can get it fixed tomorrow.
In
Out
1:03:18
And just for clarification, on our end, with all that you disclosed here tonight, the proper treatment done in the back, all I'm going to do is go look at that catch basin and make sure I see that link back, and I'm good to go.
In
Out
1:03:29
We did not put in the dry well in the back.
In
Out
1:03:31
That was an existing dry well that takes the gutters.
In
Out
1:03:33
We dug up around the gutter, put a T-Y, tied it in, done.
In
Out
1:03:39
Yes.
In
Out
1:03:40
Okay, okay, good.
In
Out
1:03:41
We're good.
In
Out
1:03:43
Okay, sounds to me like Things are cool.
In
Out
1:03:46
If it's not, I know Mr. Cabral will let me know, and you know too.
In
Out
1:03:52
I'll make sure.
In
Out
1:03:55
Okay, is there anybody else here in, uh, to talk in favor of the Palmer River Road layout?
In
Out
1:04:03
Is there anybody to talk against it?
In
Out
1:04:08
Seeing none, I'll take a motion at 703 to end this public hearing.
In
Out
1:04:14
So moved.
In
Out
1:04:16
Second.
In
Out
1:04:20
All in favor?
In
Out
1:04:21
Aye.
In
Out
1:04:22
Any opposed?
In
Out
1:04:23
Seeing none, unanimous, it's closed.
In
Out
1:04:25
I'll take a motion to adopt an order to lay out Palmer River Road within the Jacob Hill Estate subdivision to be voted on at town meeting November 10th.
In
Out
1:04:34
So moved.
In
Out
1:04:35
Second.
In
Out
1:04:36
We got a question.
In
Out
1:04:37
Does somebody have a question?
In
Out
1:04:39
I have a question.
In
Out
1:04:39
Go ahead.
In
Out
1:04:40
Last time they were here, the neighbors, um, they were talking about they weren't— one neighbor wasn't sure who was going to take responsibility of mowing this where the septic system is.
In
Out
1:04:48
That's, that's on the homeowners association HOA.
In
Out
1:04:52
Okay, okay, that's— I remember the guy wasn't too sure and he was like a budding property, so just want to make sure that they were remoted for a final time.
In
Out
1:05:03
I did see that.
In
Out
1:05:04
We voted for a final time last year too, but the next final time.
In
Out
1:05:10
All right.
In
Out
1:05:10
Um, but no, it's, it's all, um, they know it.
In
Out
1:05:14
I remember the resident wasn't, he wasn't too sure.
In
Out
1:05:17
That's my understanding from the annual meetings for the HOA that they would take that over, and that's what we pay for.
In
Out
1:05:20
That's my understanding.
In
Out
1:05:21
Right, right.
In
Out
1:05:22
That's fine.
In
Out
1:05:22
And there's 2 HOAs because I think one or 2 people have a septic.
In
Out
1:05:25
Yeah, there was something confusing on there.
In
Out
1:05:27
Yep.
In
Out
1:05:27
So yeah, okay, thank you, sir, for completing this.
In
Out
1:05:31
Yeah, I have a motion and a second.
In
Out
1:05:33
All in favor?
In
Out
1:05:34
Any opposed?
In
Out
1:05:35
Seeing none, unanimous.
In
Out
1:05:37
See you at town meeting.
In
Out
1:05:38
Hope everything's good.
In
Out
1:05:40
Is the town meeting a public hearing?
In
Out
1:05:41
I mean, a, uh, like a public hearing also, or just they vote on it?
In
Out
1:05:44
Just— no, they vote on it, but people talk about it and ask questions if they have any.
In
Out
1:05:49
It's open to the public.
In
Out
1:05:50
Oh yeah, you can come.
In
Out
1:05:51
Anybody, you're a resident, you can certainly of them, and you can vote.
In
Out
1:05:54
Yeah, you represent them.
In
Out
1:05:56
You'd have to notify the clerk.
In
Out
1:05:58
Yeah, if you're going to go, that potentially you may speak on this because someone has a question.
In
Out
1:06:03
Yeah, because he's out— well, the thing is, if you're, uh, out of town, right, if you're not a resident, you have to be accepted to speak, which the town moderator does first thing.
In
Out
1:06:14
So you just have to, um, go and tell him that you might have to speak, and then he'll put your name night of?
In
Out
1:06:20
No, do it the night of while you're there, and I'll be there.
In
Out
1:06:24
So if you have any questions, I'll tell you where to go.
In
Out
1:06:28
Okay.
In
Out
1:06:28
Okay.
In
Out
1:06:29
Okay.
In
Out
1:06:30
Thank you for your time.
In
Out
1:06:32
Yeah.
In
Out
1:06:33
Okay.
In
Out
1:06:37
Okay, we have— now we have, uh, let's see, the next one has to do with Edric Court.
In
Out
1:06:48
I'll take a motion to not to lay out the roadway, Edric Court, and consider the matter for a future town meeting.
In
Out
1:06:54
So moved.
In
Out
1:06:55
Second.
In
Out
1:06:57
Motion is second.
In
Out
1:06:58
Any questions?
In
Out
1:07:00
Seeing none.
In
Out
1:07:01
All in favor?
In
Out
1:07:02
Aye.
In
Out
1:07:04
Any opposed?
In
Out
1:07:05
Seeing none.
In
Out
1:07:06
Unanimous.
In
Out
1:07:09
Okay, the next public hearing is For old— for always consider the proposal to discontinue.
In
Out
1:07:20
Why don't you step up here for a minute?
In
Out
1:07:25
Yes.
In
Out
1:07:26
Okay, okay.
In
Out
1:07:27
Prior to this meeting, I was handed this, and you obviously have not been told, uh, there are remaining waivers and deeds that have been discussed between town's attorney and property owner, however not signed nor agreed upon to date.
In
Out
1:07:44
If we do not hear back from their attorneys, the board could not vote to move forward with adopting the road at this time.
In
Out
1:07:53
Okay, first name, Gail Feeney, Street 26 Airdrie Court.
In
Out
1:07:57
Okay, we are homeowners, we're not developers, so we're novice at this.
In
Out
1:08:01
Okay, you know, we started the project 25 years ago.
In
Out
1:08:05
It was professionally engineered.
In
Out
1:08:06
It was built.
In
Out
1:08:07
We knew there were things that were lacking.
In
Out
1:08:09
We dropped that ball.
In
Out
1:08:10
That's on us.
In
Out
1:08:11
We got a letter about 2 years ago that we needed to finish these things, right?
In
Out
1:08:15
So I've had health issues, so my brother took that over, and, and we went to planning board selectmen, planning board selectmen lawyers, approved by the planning board, and went to town meeting last November and was approved.
In
Out
1:08:30
So I don't know why we're doing this again.
In
Out
1:08:32
Because I think it has something to do with deed, a deed of the property or some part of the property that isn't— the deed isn't clear yet.
In
Out
1:08:42
So the attorneys have been going back and forth and things, it just not— hasn't been finalized yet.
In
Out
1:08:48
Yeah, okay.
In
Out
1:08:49
And I know it's been going back and forth.
In
Out
1:08:50
My brother's been dealing with the attorney.
In
Out
1:08:52
Um, the liens have all been moved— removed, so that's all done.
In
Out
1:08:56
Um, the attorneys— it was a, it was, um, it was a trust that had expired, and the 2 people part of the trust were deceased.
In
Out
1:09:07
Both my parents were trustees of that trust, and it expired after they, they were deceased.
In
Out
1:09:13
I don't know what piece of property is because, you know, we have the hole in the ground for the water, we have the 2 original properties and 3 other properties I don't know what property it is.
In
Out
1:09:25
The roadway.
In
Out
1:09:26
Okay, maybe you can shed some light.
In
Out
1:09:28
I understand I haven't been directly involved in the transfer from since we took action on it at last town meeting.
In
Out
1:09:35
But my understanding in having conversations with the town administrator's office is because of that issue with the expired trust, there's kind of a chain of title issue that needs to be cleared up.
In
Out
1:09:45
When town meeting approves the acceptance of a roadway.
In
Out
1:09:48
I believe we're only— we have 90 days to finalize that.
In
Out
1:09:51
That time frame, because of when this issue came up, was missed after last town meeting.
In
Out
1:09:56
Okay.
In
Out
1:09:56
I think the concern— and I don't speak for the select board, I don't speak for the planning board either— but I think the concern would be is if this was to be approved at town meeting again, we'd end up in the same situation.
In
Out
1:10:06
Okay.
In
Out
1:10:06
It wasn't done within that.
In
Out
1:10:07
I do know that my brother went— my understanding of the situation— my brother went to court.
In
Out
1:10:11
He's out of town, so he wasn't able to be here, but he did go to court and they The judge signed over whatever he needed to sign over, so it must be tied up with the lawyers.
In
Out
1:10:19
It's got to be tied up somewhere because I, I received this before we can— I came in here tonight.
In
Out
1:10:25
So that means that some— something hasn't been signed or delivered or something.
In
Out
1:10:31
But this, this will only postpone it till the next town meeting.
In
Out
1:10:35
Okay.
In
Out
1:10:36
You know, I mean, I'm not going to kick you out of the house today.
In
Out
1:10:39
Maybe by May.
In
Out
1:10:42
You know, because it's— see, every time, like I said, we're novice, so we're just following what people tell us to do along the way.
In
Out
1:10:49
Yeah.
In
Out
1:10:49
And someone said, okay, you have to go to court.
In
Out
1:10:51
He went to court, he was at the bottom of the docket, he got moved to the top, they signed off on it, and that was the end.
In
Out
1:10:57
And we're like, okay, this is the last thing we have to do.
In
Out
1:10:59
And every time we do this, this is the last thing we have to do, and it's never the last thing.
In
Out
1:11:05
And by the looks, it's, it's not over yet.
In
Out
1:11:07
Okay, so But I think by the sounds of this, it's basically paperwork.
In
Out
1:11:12
Yeah, it's signing and passing and make sure everybody has everything.
In
Out
1:11:16
Of course.
In
Out
1:11:16
So that signed paper from that judge has to be somewhere.
In
Out
1:11:19
It's just not with you.
In
Out
1:11:21
It's just not filed with us yet.
In
Out
1:11:24
Yeah.
In
Out
1:11:24
And once it files with you, does it get represented here and then get scheduled for the next town meeting?
In
Out
1:11:29
Because everything should be— yes, we'd have to go through this again.
In
Out
1:11:32
So we have to go through this again?
In
Out
1:11:33
Yeah, just this again.
In
Out
1:11:35
Once, once that's done, then it'll come here again, like the other streets have done tonight, get passed here and then go to town meeting.
In
Out
1:11:43
Okay.
In
Out
1:11:44
You're saying after the town meeting, they have 90 days to present that paper, correct?
In
Out
1:11:48
Just so I'm hearing it right?
In
Out
1:11:49
No, it sounds like that's the reason why it expired first time, because we've already been to the town meeting, we were already approved by the town.
In
Out
1:11:56
Obviously, something happened in the 90-day lookback that basically didn't happen.
In
Out
1:12:00
So you guys basically— so it's putting a cloud on the title until— yeah, yeah.
In
Out
1:12:06
So it won't make— it won't be— it'll be 2026 town meeting because it's not going to happen.
In
Out
1:12:10
Yeah, in the next 10 days, right?
In
Out
1:12:13
No, because we're not having another meeting before.
In
Out
1:12:16
Yeah, right.
In
Out
1:12:16
Before the town meeting, it has to come back here.
In
Out
1:12:19
Okay.
In
Out
1:12:19
But I mean, it's really just paperwork.
In
Out
1:12:22
That's what it sounds like.
In
Out
1:12:23
Okay.
In
Out
1:12:24
That's what it sounds like.
In
Out
1:12:25
Okay.
In
Out
1:12:25
I would suggest you stay on your lawyer.
In
Out
1:12:28
Yeah, and somebody said I stepped back and my brother took over because I've been dealing with health issues, but I will get him to stand.
In
Out
1:12:36
Yeah, we'll see if there's any sticking point.
In
Out
1:12:39
Yeah, through her brother.
In
Out
1:12:40
And yeah, if it's, if it still is delayed, come back and see us and yeah, we'll see if there's something on our end.
In
Out
1:12:46
Yeah, exactly.
In
Out
1:12:46
I think we can work through it, but like you said, it sounds like it's just paperwork that has to be cleared.
In
Out
1:12:51
Yeah, that's what it sounds like.
In
Out
1:12:51
Like she said, it was a trust with 2 distinct individuals.
In
Out
1:12:55
Okay, thank you.
In
Out
1:12:56
Good luck.
In
Out
1:13:01
Okay, um, now we have consider the proposal to discontinue as a public townway the roadway depicted as Old Fall River Avenue discontinuance area.
In
Out
1:13:16
Uh, let's open the town— the public hearing at Hold on, why does this still do this all the time?
In
Out
1:13:23
Hold on, 7:12.
In
Out
1:13:25
So moved.
In
Out
1:13:27
Second.
In
Out
1:13:32
All in favor?
In
Out
1:13:33
Aye.
In
Out
1:13:35
Any opposed?
In
Out
1:13:36
Seeing none, unanimous.
In
Out
1:13:40
Okay, this is a public hearing to consider the proposal to discontinue as a public townway the roadway depicted as Old Fall River Avenue.
In
Out
1:13:53
Um, the town was looking to dispose of this lot and have it determined it is a portion of a road, the layout of the Old Fall River Avenue.
In
Out
1:14:02
The town must discontinue the use of the road and then submit an ANR application to the planning board.
In
Out
1:14:11
And an ANR is an approval not required application to the planning board prior to being able to dispose of the property.
In
Out
1:14:20
And just so everybody knows, this is property— I would say the grass in front of the At Home store and Walmart, there is a strip there that is— that we are asking to discontinue it as road.
In
Out
1:14:37
This was on the agenda for the Springtown meeting, and we had to pull it at the last minute because we hadn't gone through this process.
In
Out
1:14:45
So, right, so now we have to go through this process.
In
Out
1:14:49
And do we have anybody here to— this is a public hearing, so do we have anybody here that wishes to talk in favor of this discontinued Pelletown Way?
In
Out
1:15:02
Seeing no, is anybody here to talk against the discontinue of this public townway?
In
Out
1:15:12
Okay, so I will take a motion to close this public hearing at 7:14 PM.
In
Out
1:15:19
So moved.
In
Out
1:15:21
Second.
In
Out
1:15:22
Thank you, Mr. Healey.
In
Out
1:15:24
Um, all in favor?
In
Out
1:15:26
Aye.
In
Out
1:15:27
Okay, any opposed?
In
Out
1:15:29
Seeing none, take a motion for the discontinuance as a public townway.
In
Out
1:15:34
The roadway depicted is Old Fall River Road discontinuance area, accesses Map 7, Parcel 113, Sedgeway, no longer being needed as a public way, to be voted on at town meeting.
In
Out
1:15:46
So moved.
In
Out
1:15:47
Second.
In
Out
1:15:48
Any other questions?
In
Out
1:15:49
I got a motion and a second.
In
Out
1:15:52
All in favor?
In
Out
1:15:53
Aye.
In
Out
1:15:53
Any opposed?
In
Out
1:15:54
Seeing none, unanimous.
In
Out
1:15:56
I'll be right back.
In
Out
1:15:59
Yep.
In
Out
1:15:59
Okay, the next public hearing is for request from National Grid for the installation of 2 J-O poles on Oak Hill Avenue.
In
Out
1:16:09
I'll take a motion to open the public hearing at 7:15 PM.
In
Out
1:16:15
So moved.
In
Out
1:16:16
Second.
In
Out
1:16:19
All in favor?
In
Out
1:16:20
Aye.
In
Out
1:16:20
Any opposed?
In
Out
1:16:22
Seeing none, unanimous.
In
Out
1:16:24
4, no.
In
Out
1:16:25
What?
In
Out
1:16:26
Pam's not here.
In
Out
1:16:26
Oh yeah, Mrs. Posey has left the room temporarily, so we have 4 in favor of opening the public hearing.
In
Out
1:16:36
Um, do we have anybody talk in favor of the National Grid?
In
Out
1:16:40
Anybody here from National Grid?
In
Out
1:16:41
Come on down.
In
Out
1:16:48
Hello.
In
Out
1:16:49
Hi, your name please?
In
Out
1:16:50
Uh, Rebecca Castillo, National Grid.
In
Out
1:16:52
Oh, you're from National Grid?
In
Out
1:16:53
Yes, representing National Grid.
In
Out
1:16:54
Okay, okay.
In
Out
1:16:57
What do we have here today?
In
Out
1:17:00
Says here Dave Cabral is working with National Grid engineers regarding the location of the poles.
In
Out
1:17:05
No other department has voiced concern over the proposed location.
In
Out
1:17:08
They will be at the meeting to any concerns regarding the polls' location.
In
Out
1:17:13
So do we have a problem with the polls' location?
In
Out
1:17:16
So I've been working or talking with Mike Connelly.
In
Out
1:17:18
He couldn't make it here tonight, so he told me someone will be here.
In
Out
1:17:21
Yeah, the only concerns I have on— I have 2 concerns with the polls on Okeechobee Avenue.
In
Out
1:17:27
Um, the first one, poll 260184, uh, it's closer to Yeah, this is the one closer to Central Avenue.
In
Out
1:17:39
I just wanted to be assured that that pole is going to be located at the back of the sidewalk, so there's room enough to put that pole at the back of that sidewalk and not have it towards the street where it'll be in the middle.
In
Out
1:17:49
I get it.
In
Out
1:17:50
And, uh, try to maintain a 3-foot— that's 2601-84 pole.
In
Out
1:17:55
That's right, 2601-84.
In
Out
1:17:58
And you just made a note of that.
In
Out
1:18:00
Yeah, I saw it.
In
Out
1:18:01
Sure, it's I saw you.
In
Out
1:18:05
Oh, that's Clyde Street.
In
Out
1:18:09
That's, that's the one we're talking about right now.
In
Out
1:18:12
This one?
In
Out
1:18:12
Oh, this one here.
In
Out
1:18:14
2608-84 at 22.
In
Out
1:18:16
I'll make sure.
In
Out
1:18:18
No, 2608.
In
Out
1:18:19
This one, right?
In
Out
1:18:20
Right, this one.
In
Out
1:18:22
In this public hearings, there's also 2608-84.
In
Out
1:18:27
Across from 2608.
In
Out
1:18:30
So you're going to put that one on the corner?
In
Out
1:18:33
Dave, that was actually going right at the back of the sidewalk.
In
Out
1:18:35
Oh, don't let me look at that.
In
Out
1:18:37
I just let you know.
In
Out
1:18:38
Yes, well, I'm looking at— I'm— what we received here is what I'm looking at.
In
Out
1:18:43
It's just that it's— is— let me ask you, is this additional poles to what is here?
In
Out
1:18:50
Is you moving one from one side of the street to the next, um, to the other?
In
Out
1:18:55
We're putting in a new substation in Rehoboth.
In
Out
1:18:57
Okay.
In
Out
1:18:57
And we need to change things from one feeder to another.
In
Out
1:19:00
So in order to do that, we have to— every time we touch a pole, and we have to bring that pole up to standard.
In
Out
1:19:04
So all these poles are currently here, we just need to bring them up to standards.
In
Out
1:19:08
All these poles are old, not the correct height that they should be.
In
Out
1:19:11
So we're just replacing everything that's there back to the substation that we need to.
In
Out
1:19:16
Um, and then the— we're adding these 2 poles across the street for proper guying purposes.
In
Out
1:19:22
Um, they kind of got to be there within the bends of the road and to properly guide the angles of the pole line.
In
Out
1:19:29
Oh, so these poles are in addition to the ones that you depict in this?
In
Out
1:19:33
Yeah.
In
Out
1:19:34
Yes.
In
Out
1:19:34
So all the poles on, on the opposite side of Oak Hill Ave are already there.
In
Out
1:19:38
We're just installing these 2 new poles for guying purposes.
In
Out
1:19:43
Okay.
In
Out
1:19:46
You're dying to say something.
In
Out
1:19:47
That's a good thing.
In
Out
1:19:48
Oh no, I'm not saying— okay, this is a public hearing.
In
Out
1:19:51
Is there anybody else here to talk in favor of these 2 poles at the corner of Oak Hill and Bourne and Oak Hill Avenue towards Central Avenue?
In
Out
1:20:01
Is there anyone here to talk against these poles?
In
Out
1:20:05
Seeing no one, I take a motion to close the public hearing at 7:19.
In
Out
1:20:12
So moved.
In
Out
1:20:13
Second.
In
Out
1:20:14
Thank you.
In
Out
1:20:15
All in favor to close the hearing, public hearing?
In
Out
1:20:18
Any— all in favor?
In
Out
1:20:21
Any opposed?
In
Out
1:20:22
No.
In
Out
1:20:23
Unanimous.
In
Out
1:20:24
Okay, hold on.
In
Out
1:20:25
That's, that's for this one, correct?
In
Out
1:20:29
So, so I take a motion to install the 2 jail poles on Oak Hill Avenue as presented as poll number 2601.
In
Out
1:20:39
-84 and 2608-84.
In
Out
1:20:43
So moved.
In
Out
1:20:44
Second.
In
Out
1:20:46
Any questions?
In
Out
1:20:46
Any further questions, folks?
In
Out
1:20:48
No.
In
Out
1:20:49
All in favor?
In
Out
1:20:49
Aye.
In
Out
1:20:50
Any opposed?
In
Out
1:20:52
Unanimous.
In
Out
1:20:53
Okay, that's one.
In
Out
1:20:56
And we have another public hearing.
In
Out
1:20:58
I'll take a motion to open a public hearing at 7:20.
In
Out
1:21:03
Don't die now.
In
Out
1:21:04
There you go, 7:20 PM.
In
Out
1:21:07
So moved.
In
Out
1:21:08
Thank you.
In
Out
1:21:09
Second.
In
Out
1:21:09
Thank you.
In
Out
1:21:10
All in favor opening the public hearing?
In
Out
1:21:12
Aye.
In
Out
1:21:13
Any opposed?
In
Out
1:21:14
Seeing no one, unanimous.
In
Out
1:21:16
Okay, anybody here to talk in favor of this National Grid pole located on Clyde Street?
In
Out
1:21:26
Well, I see the proposed location, and this is— let's see.
In
Out
1:21:33
351.
In
Out
1:21:33
It's supposed to be 3517, right?
In
Out
1:21:38
Based on this diagram though, Victor Street, is that in Secaucus or is that— is that Attleboro?
In
Out
1:21:42
What are you looking at?
In
Out
1:21:43
That's— I think that's Attleboro.
In
Out
1:21:45
Oh, Victor Street.
In
Out
1:21:45
Yeah, that's Attleboro.
In
Out
1:21:49
Um, this is in addition to the ones that you already have here.
In
Out
1:21:53
It's moving to the opposite side of the street, so it's currently there.
In
Out
1:21:56
It just moving to the opposite side of the street.
In
Out
1:21:58
Okay, hold on.
In
Out
1:22:00
3517 to the west side of the road.
In
Out
1:22:03
So you're taking 3517 at 32 Clyde out and sticking it over there in the corner of Clyde and Victor?
In
Out
1:22:11
Yes.
In
Out
1:22:12
Okay.
In
Out
1:22:14
Um, just for clarification, am I wrong?
In
Out
1:22:19
Go ahead.
In
Out
1:22:19
The existing pole is in front of number 43 on your diagram.
In
Out
1:22:22
It's that's not shown on that sketch.
In
Out
1:22:24
There's an existing pole where it says 43 Clyde Street.
In
Out
1:22:27
Yeah, I see that.
In
Out
1:22:28
The pole's actually on that side of the roadway.
In
Out
1:22:31
The proposed pole is 3517 in red.
In
Out
1:22:35
Yeah, and it's in the grass area.
In
Out
1:22:37
They're moving it across the street from number 43 towards number 32 in the grass.
In
Out
1:22:44
No concerns with that location from my end.
In
Out
1:22:49
So, and it's not interfering with 32 Clyde Street at all?
In
Out
1:22:55
It actually falls— again, I don't like these sketches, they leave a lot to be desired.
In
Out
1:22:59
I've been out there.
In
Out
1:23:00
That pole actually falls within the property, 182 Oak Hill Avenue, in the grass area.
In
Out
1:23:05
It's not going to obstruct anything.
In
Out
1:23:08
The existing pole, though, is across the street where it says number 43 Clyde Street, and they're putting a new pole on the other side in a grass area that's not going to interfere with anybody.
In
Out
1:23:19
Should we have a corrected as-built on file when it's done?
In
Out
1:23:25
Does that make sense?
In
Out
1:23:27
This thing is— the sketch is always— well, this is the thing.
In
Out
1:23:33
It says one SO pole on Clyde Street.
In
Out
1:23:38
National Grid is proposing to relocate 3517, which is at 32 Clyde Street, to the west side of the road, 118 feet from 2622 on Oak Hill Avenue, and 196 feet from there.
In
Out
1:23:59
So it just doesn't show the old pole.
In
Out
1:24:01
The original pole's here.
In
Out
1:24:03
They're taking this original pole on 43 Clyde Street and moving it across the street on the westerly side.
In
Out
1:24:07
Yeah, so we, we did— he didn't show the old east, west, north, and south.
In
Out
1:24:15
Yeah.
In
Out
1:24:16
Okay, anybody here to talk in favor of this besides National Grid and Dave Corral?
In
Out
1:24:23
Anybody else here to speak against the movement of this pole?
In
Out
1:24:29
Seeing no one, I take a motion to close the public hearing at 7:23 PM.
In
Out
1:24:37
So moved.
In
Out
1:24:38
Second.
In
Out
1:24:40
All in favor?
In
Out
1:24:42
Aye.
In
Out
1:24:42
Any opposed?
In
Out
1:24:44
Seeing none, unanimous.
In
Out
1:24:46
So I'll take, uh, I'll take a motion to approve the relocation of one SO pole on Clyde Street by National Grid Relocate P13517 to the west side of the road.
In
Out
1:25:05
Uh, so moved with a stipulation, Madam Chair.
In
Out
1:25:08
What's the stipulation?
In
Out
1:25:09
That they provide us with a corrected plan for our records.
In
Out
1:25:17
A corrected what plan?
In
Out
1:25:18
Plan to show this drawing.
In
Out
1:25:22
The drawing.
In
Out
1:25:22
Oh, the drawing.
In
Out
1:25:23
For our records going forward.
In
Out
1:25:25
Oh, for the plan number WR31086783.
In
Out
1:25:30
You want us to show the old pole?
In
Out
1:25:33
Yes.
In
Out
1:25:34
And where the new pole— where it's in, where it's going.
In
Out
1:25:36
The new pole location is in the correct spot.
In
Out
1:25:38
It just doesn't show the old pole that's there, right?
In
Out
1:25:41
That'd be good.
In
Out
1:25:43
Yes.
In
Out
1:25:43
Circle a dot.
In
Out
1:25:44
Yeah, that's okay with me.
In
Out
1:25:45
The motion— can I get a second?
In
Out
1:25:48
Second.
In
Out
1:25:50
Any other questions, comments, anything?
In
Out
1:25:53
Seeing none, all in favor?
In
Out
1:25:54
Aye.
In
Out
1:25:56
Uh, any opposed?
In
Out
1:25:57
Seeing none, unanimous.
In
Out
1:25:59
Thank you.
In
Out
1:26:02
Okay, um, license hearing for Sean Smith, Four Echoes Vintage Shop, just to waive the strict compliance of the requirements from the one-day special event permit bylaw and to hold the 3rd annual Memorial Day tree— no, Memorial Tree Lighting event at Four Echoes Vintage Shop, 384 River Avenue, Seekonk, on November 29th from 5 PM to 8 PM.
In
Out
1:26:33
And basically this is asking for— to waive the strict compliance of noting— of notification of the abutters.
In
Out
1:26:43
Hi, how are you?
In
Out
1:26:44
Good, how are you?
In
Out
1:26:46
Good.
In
Out
1:26:46
Um, and dude, you Sean Smith?
In
Out
1:26:48
I am, yes.
In
Out
1:26:49
Hi, Sean Smith.
In
Out
1:26:49
Hi.
In
Out
1:26:50
Okay, um, just so everybody knows my due diligence, I did have the town administrator ask the police chief if there was any, um, complaints in the past from noise from any of the events that the, um, for Echo's Vintage Shop has held in the past, and I received that there have not been any.
In
Out
1:27:16
So basically what they want to waive is the notice to the abutters so they can save some money.
In
Out
1:27:21
We've done this in the past, I believe.
In
Out
1:27:23
So moved.
In
Out
1:27:25
Second.
In
Out
1:27:28
Thank you.
In
Out
1:27:30
Don't thank him yet, haven't taken the vote.
In
Out
1:27:34
The motion to waive the strict compliance to notifying the butters by Mr. Sagar, second by Mr. Healy.
In
Out
1:27:41
Any other questions?
In
Out
1:27:43
All in favor?
In
Out
1:27:44
Aye.
In
Out
1:27:44
Any opposed?
In
Out
1:27:45
Seeing none, unanimous.
In
Out
1:27:47
Thank you.
In
Out
1:27:48
Have a good night.
In
Out
1:27:49
You too.
In
Out
1:27:50
Got a license hearing from Gary Menesian, Ocean State Multisport, to waive the strict compliance with the requirements of the one-day special event bylaw to conduct 3 road races to be held on January 1st, 2026.
In
Out
1:28:04
May 17th, 20— that's supposed to say 2026, thank you— and August 2nd, 2026, with the start to be located at New Moon YMCA, 464 Taunton Avenue.
In
Out
1:28:17
Um, Mr. Manesian, are you here?
In
Out
1:28:19
He's not here.
In
Out
1:28:20
Is anybody here for this restriction?
In
Out
1:28:27
Um, the only thing that I have on this is the fact that I believe one of the races is to take place— the January 1st race is supposed to take place at the Seekonk High School parking lot.
In
Out
1:28:46
They do— we, the town administrator's office, has a signed application for use of the school facilities that is included in the packet.
In
Out
1:28:56
But it has, because both applications stated the address is 464, so we don't definitely have an approval from the high school for them to have one of the races there.
In
Out
1:29:07
So I just don't know if we should table it and correct it.
In
Out
1:29:21
To be honest, if they're gonna have one at the high school, we should have something I know when we've done things at the high school, we had to go before the school committee and ask their permission to do it.
In
Out
1:29:30
Sure, I want to make sure.
In
Out
1:29:32
I don't see anywhere that he's gotten permission to do that, and I wouldn't want to give them permission to do it over and above the school committee.
In
Out
1:29:42
So could I move the table the request?
In
Out
1:29:45
Because there's certainly plenty of time before January.
In
Out
1:29:47
Oh yeah, there sure is.
In
Out
1:29:49
Okay, Mr. Sagar.
In
Out
1:29:51
Made a motion to table.
In
Out
1:29:54
How about— it says it's starting at the high school.
In
Out
1:29:58
Yeah, one of them January 1st.
In
Out
1:30:01
I don't know why, they usually all come from the Y. I don't think it's table though, I think it's postpone, indefinitely postpone.
In
Out
1:30:12
Okay, I'll make a motion to indefinitely postpone.
In
Out
1:30:15
And then they can come back whenever.
In
Out
1:30:17
They'd like.
In
Out
1:30:18
Can I get a second on that, please?
In
Out
1:30:20
Or do I get a second on that?
In
Out
1:30:23
Okay, I got a motion and second.
In
Out
1:30:25
Any other questions, statements, comments?
In
Out
1:30:28
Seeing none, all in favor?
In
Out
1:30:30
Aye.
In
Out
1:30:31
Any opposed?
In
Out
1:30:32
Seeing none, unanimous.
In
Out
1:30:33
It's definitely possible for further info.
In
Out
1:30:39
Okay, license hearing.
In
Out
1:30:40
Consider the request from EHT Motors LLC, doing business as Ali's Motor Group for a Class 2 motor vehicle license to be located at 980 Fall River Avenue.
In
Out
1:30:54
The new owner, and I'm not going to pronounce that, you're going to have to do that.
In
Out
1:30:59
Tala?
In
Out
1:30:59
Yes.
In
Out
1:31:01
Kaur?
In
Out
1:31:02
Kaur?
In
Out
1:31:02
Yes.
In
Out
1:31:03
Okay, you are the new owner?
In
Out
1:31:05
Correct.
In
Out
1:31:06
Me and my business partner.
In
Out
1:31:07
Okay, I have here Okay, these are the new owners.
In
Out
1:31:14
Motor vehicle licenses are not transferable and require a license hearing by the board.
In
Out
1:31:20
This is considered a new license.
In
Out
1:31:21
The existing business has had no known issues, and the license have the following stipulations: parking and vehicle display shall conform to the parking as shown on the executed final site plan, and 2, no more than 49 vehicles allowed on site at any time.
In
Out
1:31:44
You realize that these stipulations, sir, were on the license previous?
In
Out
1:31:49
Correct.
In
Out
1:31:49
And I believe the plan was, um, it was provided to this city when we were putting in the application, um, the lot plan.
In
Out
1:32:05
You're not changing it at all?
In
Out
1:32:06
No, we're not.
In
Out
1:32:08
Oh, there it is.
In
Out
1:32:10
Okay.
In
Out
1:32:19
Yeah, it has it right here on the, on the license.
In
Out
1:32:26
Okay, um, can I get a motion, or does anybody have any questions before we do a motion on this?
In
Out
1:32:34
Any questions of Mr. Kawakawa?
In
Out
1:32:40
Yeah.
In
Out
1:32:43
None.
In
Out
1:32:44
Okay.
In
Out
1:32:46
Then I'll take a motion to from to yes, right.
In
Out
1:32:53
That's what I mean.
In
Out
1:32:58
So move.
In
Out
1:32:59
Never mind that.
In
Out
1:33:03
It's not a transfer.
In
Out
1:33:05
It's to make a motion for the license for EHT Motors LLC doing business as Ali's Motor Group for a Class 2 motor vehicle license to be located in 984 River Avenue.
In
Out
1:33:20
Talha Kawa, manager, with the stipulations of 1, parking and vehicle display shall conform to the parking as shown on the executed final site plan, and 2, no more than 49 vehicles allowed on site at any time.
In
Out
1:33:35
So moved.
In
Out
1:33:37
Second.
In
Out
1:33:38
Any other questions?
In
Out
1:33:42
All in favor?
In
Out
1:33:43
Aye.
In
Out
1:33:44
Any opposed?
In
Out
1:33:45
Seeing none, good luck, sir.
In
Out
1:33:47
Thank you so much.
In
Out
1:33:50
Okay, consider request from Motorsports to amend the existing Class 1 motor vehicle license to include the sales of Polaris products at 3 to 5 Progress Street.
In
Out
1:34:04
Is anybody here for this?
In
Out
1:34:05
Oh, hi.
In
Out
1:34:06
Hi, how are you?
In
Out
1:34:07
Great, have a seat.
In
Out
1:34:08
Thank you.
In
Out
1:34:09
You're welcome.
In
Out
1:34:11
Okay, Sean Smith, I'm done with him.
In
Out
1:34:15
Okay, license hearing.
In
Out
1:34:18
Motorsports Nation sells new motor vehicles that include Kawasaki, Yamaha, Sea-Doo, Suzuki, and Can-Am.
In
Out
1:34:26
They are currently looking to add Polaris products to the inventory.
In
Out
1:34:30
Manufacturers require, require dealers to obtain approval by the board before signing contracts allowing them to sell their products.
In
Out
1:34:39
It's not included on the original license in the packet, but can email it to the board if you think it would be beneficial now.
In
Out
1:34:49
So it's not on your original license, this is in addition to what you're already doing.
In
Out
1:34:54
Yep.
In
Out
1:34:54
I get it.
In
Out
1:34:55
Expanding a line.
In
Out
1:35:01
What's that?
In
Out
1:35:02
Just adding a line.
In
Out
1:35:03
Oh, right.
In
Out
1:35:04
Nope, that's good.
In
Out
1:35:07
So let's see what we got here.
In
Out
1:35:11
Okay, so does anybody have any questions?
In
Out
1:35:13
This is to consider the request.
In
Out
1:35:17
No questions, I'll take a motion to include the sales of Polaris products at 3, is it 3 through 5, or 3 and 5?
In
Out
1:35:25
3 through 5 Progress Street for Motorsports Nation to amend their existing Class 1 motor vehicle license to include the Polaris.
In
Out
1:35:33
So moved.
In
Out
1:35:34
Second.
In
Out
1:35:35
Any questions?
In
Out
1:35:38
Seeing none, all in favor?
In
Out
1:35:39
Aye.
In
Out
1:35:41
Any opposed?
In
Out
1:35:42
Seeing none, unanimous.
In
Out
1:35:43
What is your name?
In
Out
1:35:43
I forgot to ask for the record.
In
Out
1:35:45
Brian Cooper.
In
Out
1:35:45
Okay, and you're the— a manager.
In
Out
1:35:48
Excellent.
In
Out
1:35:49
Thank you, Mr. Cooper.
In
Out
1:35:50
You're all set.
In
Out
1:35:51
Have a great night.
In
Out
1:35:52
You too.
In
Out
1:35:54
Okay, um, we have a discussion.
In
Out
1:35:57
I have down here the select board meeting schedule for November and December.
In
Out
1:36:04
And this is what the proposal is that I've been working on with the town administrator's office.
In
Out
1:36:11
We need to still have a meeting on the 12th, and we would like to have no meeting on the 26th of November but have a meeting on December 3rd and December 17th, and that'll bring us over into January 7th.
In
Out
1:36:29
That's fine.
In
Out
1:36:30
January 7th?
In
Out
1:36:31
Yes.
In
Out
1:36:32
So we'll have just the 12th in November, and then December 3rd, December 17th, and then January 7th.
In
Out
1:36:42
And that should bring us into our 2-week rotation.
In
Out
1:36:46
But that is what we've done historically.
In
Out
1:36:49
The week before Thanksgiving, we haven't met unless it was pressing business.
In
Out
1:36:53
So I'm good with it.
In
Out
1:36:53
Well, if there's ever pressing business, we can call an emergency, right?
In
Out
1:36:57
Meeting as long as we can post it ahead of time.
In
Out
1:36:59
But yeah, second.
In
Out
1:37:02
All in favor?
In
Out
1:37:04
It's a discussion.
In
Out
1:37:05
Oh, you want a discussion?
In
Out
1:37:07
It is a discussion, but if you want to vote on it too.
In
Out
1:37:09
Yeah.
In
Out
1:37:10
Oh yeah, we're going to vote on it, that's for sure.
In
Out
1:37:12
So we've been voting for November 12th, December 3rd, December 17th, and January 7th.
In
Out
1:37:20
All in favor?
In
Out
1:37:21
Aye.
In
Out
1:37:21
Any opposed?
In
Out
1:37:22
Seeing none, unanimous.
In
Out
1:37:25
Okay, we will not consider the open session meetings of October 1st because I didn't get mine.
In
Out
1:37:31
Did anybody else get them?
In
Out
1:37:32
I didn't get them.
In
Out
1:37:34
I think I missed something.
In
Out
1:37:35
What?
In
Out
1:37:35
I don't even see that.
In
Out
1:37:36
Hold on, hold on, hold on, hold on.
In
Out
1:37:39
I knew I missed something.
In
Out
1:37:41
No, for the meetings.
In
Out
1:37:43
Yep, yep.
In
Out
1:37:43
Hold on, hold on.
In
Out
1:37:45
Okay, consider authorizing the town administrator to to apply for the RISE Municipal Matching Grant to support municipalities— to support— address the opioid crisis.
In
Out
1:38:00
So this is actually, uh, North Attleboro is applying for this grant, and they're requesting that all the communities in Bristol County join them by contributing $7,000 of our opioid settlement Oh my goodness, settlement funds.
In
Out
1:38:19
And I lost my train of thought.
In
Out
1:38:21
Oh, so it's— so they're requesting that.
In
Out
1:38:24
So when their goal is if they reach— if we— if they gather $150,000, then RISE will match $150,000, bring it to $300,000.
In
Out
1:38:32
And that is to use to fund the clinicians at the Bristol County Correctional Facility.
In
Out
1:38:39
So it's out of our opioid settlements, so not costing the taxpayers a Correct, yes.
In
Out
1:38:43
And we got a lot of money in that too.
In
Out
1:38:46
Right, yeah, and we can only use it, like, this is eligible to be— Very specific.
In
Out
1:38:51
So moved.
In
Out
1:38:52
Second.
In
Out
1:38:58
I got a motion and a second.
In
Out
1:38:59
Any other discussion?
In
Out
1:39:01
Any other questions for Jen since she loves being here with us tonight?
In
Out
1:39:06
Seeing none, all those in favor?
In
Out
1:39:08
Aye.
In
Out
1:39:08
Any in opposition?
In
Out
1:39:09
Seeing none, unanimous.
In
Out
1:39:11
Have another section here for community speak.
In
Out
1:39:13
Should anybody in the community want to speak to us?
In
Out
1:39:17
I think they were all gone except for Mr. Alves.
In
Out
1:39:21
Mr. Horton.
In
Out
1:39:23
Okay.
In
Out
1:39:24
Oh, I didn't see Mr. Horton hiding over there.
In
Out
1:39:27
Alrighty.
In
Out
1:39:29
Okay, other business anticipated by the chair 48 hours before the meeting.
In
Out
1:39:34
I do not have any select board liaison reports and comments.
In
Out
1:39:38
Accounts payable warrant has been signed.
In
Out
1:39:42
TV9 liaison report.
In
Out
1:39:44
Uh, Madam Chair, they did have a meeting on Monday night, uh, 6 o'clock at the studio.
In
Out
1:39:49
A couple of things they went over were some of the shows and things they have done since our last— since their last meeting, which some of this is old.
In
Out
1:39:57
They did the National Night Out.
In
Out
1:39:58
They did a presentation on the South fire station with Doreen Taylor being the host of that.
In
Out
1:40:03
They had the gala show which interviewed Roger Gamblin of Seekonk.
In
Out
1:40:07
He's a playwright, director, and puppeteer.
In
Out
1:40:09
They covered the 9/11 ceremony.
In
Out
1:40:12
On September 5th and the 12th, they worked with the people at the high school to make sure that the audio system for the special town meeting worked appropriately.
In
Out
1:40:20
And from what I was told, it went fairly well.
In
Out
1:40:24
They had another another new show, Discovering New England History, which is about a gentleman who speaks about World War II and follows his ancestors and residents who fought in the wars.
In
Out
1:40:35
And other business they discussed was, you heard tonight some of the equipment that they were purchasing, new microphones for us here at Town Hall and some other equipment.
In
Out
1:40:44
They're just waiting for that to come back in.
In
Out
1:40:45
And they're also still continuing to work with the schools to follow up to make sure we have a smooth and positive ball town meeting on November 10th.
In
Out
1:40:55
So not only will we be able to hear them in the auditorium effectively, but also people at home should be— I'm being told everything's going really fairly well between the school department and Cable 9 with coordinating meetings and practice and working everything out.
In
Out
1:41:09
So hopefully November 10th will be a good meeting, and also their budget presentation, which you guys heard earlier.
In
Out
1:41:14
Good, thank you.
In
Out
1:41:17
Uh, Bristol County Advisory Board?
In
Out
1:41:18
Yep, nothing to report.
In
Out
1:41:20
Nothing, nothing new.
In
Out
1:41:22
Okay, well, the Medeiros Farm Committee report, there's nothing seeing as our rep is not here.
In
Out
1:41:30
Okay, so I'll take a motion at— can we have select board comments?
In
Out
1:41:36
Oh, I'm sorry.
In
Out
1:41:38
Yes, go ahead, Mr. Sagar, go for us.
In
Out
1:41:41
Sorry.
In
Out
1:41:41
Okay, when we had the board meeting, and I brought up the issue about the collaborative North School.
In
Out
1:41:48
The superintendent said that she'd welcome our participation in the process in an executive session, so I wondered if that you might be able to schedule that after the town meeting, like on the 12th of November.
In
Out
1:42:02
I told you that we were gonna— I was gonna do that already when I told you we weren't gonna have it tonight because Mr. Khadim wasn't here.
In
Out
1:42:09
He said it'd be on the next meeting.
In
Out
1:42:11
So, okay, and can, can I, or can we invite Mr. Brady, Vice Chairman of the Finance Committee?
In
Out
1:42:20
I guess.
In
Out
1:42:21
I don't see why not.
In
Out
1:42:22
Okay, I'll extend that to him.
In
Out
1:42:24
Um, let me confirm with, uh, Mr. Khadim first that we don't have a ton of stuff.
In
Out
1:42:32
Okay.
In
Out
1:42:33
Okay.
In
Out
1:42:33
Mr. Brady did inform me that, remember, he brought up about that unit for the pool that they had bought years ago.
In
Out
1:42:41
He found it in a warrant article in, uh, 2008 Springtown meeting.
In
Out
1:42:47
2008?
In
Out
1:42:48
Yeah.
In
Out
1:42:49
That was for the heating unit?
In
Out
1:42:50
That was the heating unit.
In
Out
1:42:52
That was the ventilator system.
In
Out
1:42:54
They bought a special unit so they wouldn't have to use chemicals anymore.
In
Out
1:42:57
Yeah, that's okay.
In
Out
1:43:02
Uh, the one— I'm sorry I didn't get Mr. Cabral before he left.
In
Out
1:43:06
We typically always in the fall or prior to the fall have a discussion about snow plowing and vendors and everything.
In
Out
1:43:12
So I haven't seen it, so everything must be good.
In
Out
1:43:16
So that's probably no news is good news.
In
Out
1:43:18
Now he usually comes before us anyway, but what month is that usually?
In
Out
1:43:22
It's probably around this time, 1st of November.
In
Out
1:43:24
Yeah.
In
Out
1:43:24
Yeah, yeah, that's when they— and then the Black Goose Tavern is getting ready to open soon.
In
Out
1:43:30
He's waiting for some equipment, and he does want to invite us all to an open grand opening ceremony.
In
Out
1:43:36
So he will go through Chris Testa to notify her what would be a good date, and she can work on when we can get there.
In
Out
1:43:46
And, um, we're not going to meet before town meeting, right?
In
Out
1:43:51
There's no need.
In
Out
1:43:52
Oh, that's what I wanted to ask.
In
Out
1:43:56
Um, do you think we need to meet at 6 o'clock before the town meeting, or is 7 o'clock enough?
In
Out
1:44:01
That's— I meant to ask that.
In
Out
1:44:05
Well, if we're missing something, just schedule it.
In
Out
1:44:09
Well, usually when you schedule a meeting, you usually put an agenda, but I mean, I think when we went through the warrant, there wasn't anything that we needed to discuss it.
In
Out
1:44:16
I didn't think so either.
In
Out
1:44:18
Agreed upon it, or didn't— oh, we were going to do it on town meeting.
In
Out
1:44:20
Pam wasn't here, and she's going to present all the, all the articles.
In
Out
1:44:24
Yeah, okay.
In
Out
1:44:26
Hopefully I can talk by then.
In
Out
1:44:28
Actually, they wanted me to give you all of them, and I gave you none.
In
Out
1:44:32
Perfect.
In
Out
1:44:32
So there you go.
In
Out
1:44:33
Not all, but at least 2.
In
Out
1:44:36
But if you like to volunteer to take just— yeah, we'll Talk to Chris.
In
Out
1:44:43
He wants to give his up.
In
Out
1:44:44
Yes, he does.
In
Out
1:44:45
Yes, he does.
In
Out
1:44:47
I don't think there's anything.
In
Out
1:44:50
Nope.
In
Out
1:44:50
But if something comes up, like you said, yeah, I can do it.
In
Out
1:44:52
It's two weeks away, so well, a little less.
In
Out
1:44:55
But yeah, so I don't at this point.
In
Out
1:44:58
No.
In
Out
1:45:00
Okay.
In
Out
1:45:03
Okay, Pam.
In
Out
1:45:05
Do you have anything?
In
Out
1:45:05
I'm all set.
In
Out
1:45:06
Okay.
In
Out
1:45:08
Chris?
In
Out
1:45:08
I'm all set.
In
Out
1:45:10
Okay.
In
Out
1:45:10
Michael?
In
Out
1:45:11
I'm good, Madam Chair.
In
Out
1:45:12
Thank you.
In
Out
1:45:14
I'm good, Madam Chair.
In
Out
1:45:15
I'm good too.
In
Out
1:45:17
I'm good.
In
Out
1:45:18
I'll take a motion at 7:44 PM for the next board meeting— adjourn this board until the next board meeting Wednesday, November 12th, 2025.
In
Out
1:45:30
We will not be going into executive session.
In
Out
1:45:33
So moved.
In
Out
1:45:36
Second.
In
Out
1:45:37
I got a motion and a second to adjourn at 7:44.
In
Out
1:45:40
All in favor?
In
Out
1:45:41
Aye.
In
Out
1:45:41
Any opposed?
In
Out
1:45:43
Unanimous.
In
Out
1:45:44
Good night.
In
Out
